Measurement And Comparison Of The Provincial High-quality Development Of The Yangtze River Economic Belt

Based on the meaning of high-quality development,this thesis constructs an evaluation index system for the high-quality development of the Yangtze River Economic Belt,and uses the index system to calculate high-quality development indices.Descriptive analysis,dynamic evolution analysis,regional difference analysis,convergence analysis,spatio-temporal evolution characteristics analysis,and subsystem analysis are made on the high-quality development indices,to reveal the high-quality development features of each province,each region and the whole of the Yangtze River Economic Belt.The main research contents of this thesis: first,summarizing the three basic characteristics of high-quality development and the four basic attributes of the meaning of high-quality development,describes the structure of the meaning of high-quality development to give a more specific explanation to it;second,building an evaluation index system for high-quality development,and weighting basic indices;third,calculating the high-quality development scores of the Yangtze River Economic Belt in the provincial level from 2006 to2019 and analyzing them from six perspectives;fourth,summarizing the analysis results,drawing research conclusions and putting forward some opinions on promoting the high-quality development of the Yangtze River Economic Belt.By comparing with the high-speed development stage,this thesis summarizes the basic characteristics of high-quality development from three perspectives: historical background,growth mode and evaluation method,and summarizes the basic attributes of the meaning of high-quality development: being multi-dimensional,being dynamic,being heterogeneous qualitative and being vague.With the above basic characteristics and basic attributes as the underlying logic,considering the regional characteristics of the Yangtze River Economic Belt,the meaning of the high-quality development of the Yangtze River Economic Belt is defined as high-quality economic development,high-quality social development,and high-quality ecological environment development,and detailed explanations from various aspects are presented.The evaluation index system constructed by this thesis includes three subsystems of economic fundamentals,social fundamentals and ecological environment fundamentals.20 criterion layers or 78 basic indices constitute the system.Each basic index is a ratio index,and most indices are obtained after some calculations.Compared with the previous similar index system,the index system of this thesis includes some indices that reflect some characteristics of the current era,such as the index that measures the ability to solve public health problems,the index that measures the ability to alleviate the aging of population,and the index that shows the extent to which carbon dioxide emissions peak objective is achieved.In the empirical analysis part,this thesis mainly uses eight research methods: first,using the CRITIC-Entropy method to weight the indices;second,using the Gaussian kernel density curve to analyze the distribution features of the high-quality development scores;third,using the Markov transition probability matrix to analyze the internal transition features of the high-quality development scores;fourth,using the Theil index to analyze the regional difference and its structural features of the high-quality development scores;fifth,using theσ convergence model and the β convergence model to analyze the convergence of the high-quality development scores;sixth,using a two-dimension matrix to analyze the spatio-temporal evolution features of the real GDP growth rate and high-quality development scores;seventh,using the CRITIC-Entropy TOPSIS model to calculate the scores of each subsystem of high-quality development index system;eighth,calculating the subsystem scores,building the ranking difference matrices of subsystem scores and comprehensive high-quality development scores and calculating their standard deviation which could reflect how subsystem is consistent with the whole system.There are six conclusions of this thesis: First,the high-quality development level of the Yangtze River Economic Belt has steadily improved from 2006 to 2019.The level of the east is highest,the level of the middle if second highest and the level of the west if third highest.But growth rate distribution is just the opposite.Second,the probability of development quality downgrading is zero,and it is very difficult to lift the grade of high-quality development by more than one step in a short period of time.Third,the regional difference in high-quality development scores,which is mainly due to difference between regions,is generally shrinking.And the difference in the high-quality development scores of each region is converging.Fourth,there is no σ convergence in high-quality development scores in the whole Yangtze River Economic Belt and nor in the east,middle and west,but there is absolute β convergence and conditional β convergence.Fifth,the development of the Yangtze River Economic Belt from 2006 to 2013 was characterized by high economic growth rate and low development quality,while from 2014 to 2019,it was characterized by low economic growth rate and high development quality,indicating that the Yangtze River Economic Belt changed from high-speed economic growth development model to high-quality development model in around 2014,and the east might changed earlier.Sixth,subsystem’s improved TOPSIS scores of the east are higher than those in other regions.For the scores of the economic fundamentals scores,the descending order is the east,west,and middle.For the scores of the social fundamentals scores,the descending order the east,middle and west.For the scores of ecological environment fundamentals,there is no obvious distribution pattern.The performance of economic fundamentals is most consistent with the level of comprehensive high-quality development,followed by social fundamentals,and then ecological environment fundamentals.This thesis has made innovations about the understanding of the meaning of high-quality development,the construction of the evaluation index system of high-quality development and the research method.First,this thesis summarizes four basic attributes of the meaning of high-quality development which is the basis of understanding the meaning of high-quality development and constructing corresponding evaluation index system.Second,the evaluation index system includes some indices that reflect some characteristics of the current era,such as the index that measures the ability to solve public health problems,the index that measures the ability to alleviate the aging of population,the index that measures how positive the contribution that domestic demand makes to the GDP is and the index that shows the extent to which carbon dioxide emissions peak objective is achieved.And all indices of the system are ratio indices,which eliminates the impact of scale.Third,this thesis uses CRITIC-Entropy weight to approve the traditional TOPSIS model to evaluate each subsystem’s performance,constructs matrices that consist of difference of subsystem scores and high-quality development scores,and calculate standard deviation to reveal how consistent each subsystem’s performance is to comprehensive high-quality development level.
