| The problems of marine ecological environment have restricted the high-quality development of the economy in coastal areas.It has become an important task of the Ministry of Ecology and Environment,the Ministry of Natural Resources and other departments during the "Fourteenth Five-Year Plan" to strengthen comprehensive marine governance and promote high-quality marine development in an integrated manner.To achieve high-quality marine development and improve the level of China’s marine environment requires the government’s "good governance",and it is necessary to evaluate the government’s environmental regulations related to pollution control and emission reduction.Environmental pollution in China is closely related to the governance mechanism dominated by government mechanism and the governance system dominated by excessive decentralization.It is particularly important to solve the current marine environmental pollution problem,innovate the marine governance mechanism,straighten out the current Chinese marine administrative system,and explore the appropriate level of environmental decentralization.In order to explore the impact of Chinese-style environmental decentralization on the pollution control effect of China’s marine environmental regulation,this paper empirically examines the impact of environmental decentralization and marine environmental regulation on marine environmental pollution based on the fixed effect model and threshold regression model.This article is mainly divided into three parts.The first part is to establish the analysis framework of marine environmental regulation,environmental decentralization and marine environmental pollution.Through literature and theoretical review,this paper combs the current situation of China’s marine environment,environmental decentralization and regulation of the marine environment,analyzes the interaction mechanism among the three,and makes research assumptions.The second part uses the panel data of 11 coastal provinces and cities from 2006 to 2019 to conduct empirical research.First of all,the static panel model analyzes the impact of marine environmental regulation on marine environmental pollution,and then adds the environmental decentralization and its interaction with marine environmental regulation on the basis of the model to test whether the environmental decentralization will affect the pollution control effect of marine environmental regulation.Finally,a threshold regression model is constructed,taking the level of environmental decentralization as the threshold variable,to find the optimal interval of the level of environmental decentralization,to maximize the policy effect of China’s marine environmental regulation.The third part,based on the empirical results of the previous article,proposes the construction of policy recommendations to appropriately increase the central government’s power over marine environmental governance,promote the vertical management reform of environmental protection,improve the vertical environmental regulation and governance system,and design the environmental decentralization strategy according to local conditions.Through theoretical and empirical analysis,the study found that: first,the decentralization of marine environmental management affairs is not conducive to marine environmental governance,which will lead to "bottom-by-bottom competition" among local governments,resulting in the "green paradox" effect.The improvement of the level of environmental decentralization,that is,the improvement of the autonomy of local governments in the formulation of marine environmental policies,is not conducive to the implementation of marine environmental regulations.Secondly,marine environmental regulation can effectively reduce marine environmental pollution.It is conducive to the improvement of the marine environment by formulating relevant environmental regulations and establishing enterprise access thresholds and environmental standards.However,under the influence of environmental decentralization,the pollution control effect of marine environmental regulation will be weakened.Thirdly,when environmental decentralization is taken as the threshold variable,the impact of marine environmental regulation on marine environmental pollution has a significant single threshold effect.When the level of environmental decentralization exceeds 0.0605,the pollution control effect of marine environmental regulation will be significantly weakened.According to the research results of this paper,in order to promote the sound development of the marine environment,this paper suggests that: first,appropriately increase the central government’s power over marine environmental governance,strengthen the vertical management system of "rule by rule",and strengthen the central government’s incentives for local pollution control.Moderately increasing the central authority over the management of marine environmental affairs can,to a certain extent,avoid the adverse selection of local governments due to self-interested objectives.Second,properly increase the intensity of marine environmental regulation and improve the vertical environmental regulation governance system under the Chinese-style decentralization system.Through the vertical management reform of environmental protection,the central government strengthened the supervision,implementation and evaluation of local environmental regulations,and gradually shifted the focus of environmental management to "line".At the same time,we should strengthen social participation and supervision,strengthen the effectiveness of command-and-control marine environmental regulation,and improve market-based incentive and public participation marine environmental regulation,and guide multiple governance entities to participate in marine environmental protection.Third,the environmental decentralization strategy should be designed according to the local conditions of marine development in each region.According to the actual development of local oceans,local governments are given a certain amount of discretion to stimulate the vitality of local innovative marine governance policies,and form a situation of incentive compatibility between the central and local governments.This paper innovatively attempts to incorporate environmental decentralization into the evaluation framework of China’s marine environmental regulation effect,and uses econometric models to conduct empirical analysis,expanding the theoretical and empirical research of the Chinese-style environmental decentralization theory in the field of marine environmental governance,aiming at providing suggestions and decision-making references for China to formulate more effective marine environmental regulation,explore a more reasonable marine administrative management system,and promote high-quality development of the marine environment. |
