Port engineering construction is involved in wind, wave, tide, ocean current and multi-period observation. Due to large quantity of data, the input, management and analysis of these data will take much more time. Facing to such a not-easy obtained marine data, how to offer a not only safe but also economic ocean environmental condition design standard plays an important role to port engineering construction and ocean engineering development. Selecting observation data from 1980 to 1994 at Rizhao hydrologic station, the shortage of artificialy processing data is lying at lower efficiency. The feasibility of mixing programming with Matlab, Delphi and other softwares are proved. Wind and wave rose diagrams can be dipicted. Four common distributions and cumulative frequency curve of tide level are finally finished. The main content of this study is as follows:(1) Artificially input observed hydrologic data from 1980 to 1994 at Rizhao hydrologic station and set up corresponding Access database.(2) Based on observed data of Rizhao marine hydrologic station, Delphi is utilized as a developing platform to work out "Management system of observed hydrologic information" and "Date processing system of environmental conditions at marine hydrologic station".(3) Connecting MATLAB Database Toolbox with Access Database, observed data are introduce into MATLAB working environment. M procedures are completed with visual interface of GUI and the wind , wave rose diagram can be given.(4) With reference of mixed programming of Matlab with Visual C ++ or Visual Basic, an effective programming procedure is put forward by mixing Delphi with Matlab through studying COM package knowledge and interface method of Delphi. Four common distributions of extreme values and cumulative frequency curve of tide level can be automaticly drawn on the basis of observed data from 1980 to 1994 at Rizhao hydrologic station.
