Research On The Evaluation And Optimization Of The Layout Of Community Home Care Facilities In Lianhu District,Xi’an City Based On GIS

With the improvement in quality of life and the change in the elderly’s willingness to age,more elderly people are choosing the community home care model,which is becoming increasingly important in China’s elderly care system.As one of the old urban areas in Xi’an,the Lianhu District of Xi’an faces greater pressure on its elderly population,with its high rate of ageing and high density of elderly people.As a result,numerous elderly care facilities relying on community platforms to provide home care services have been established in Lianhu District,effectively alleviating the problem of difficult elderly care,while at the same time the problem of spatial mismatch between elderly care facilities and the elderly population has emerged.In this context,this paper takes the Lianhu District of Xi’an as the study area,analyses the current situation of ageing in the district,the current situation of the construction of community home care facilities and the fairness of the layout of facilities from the perspective of elderly people with different mobility abilities,and summarises the shortcomings of the construction of existing community home care facilities,with a view to optimising the layout of community home care facilities in the district by proposing effective optimisation principles and strategies,and improving the access of elderly people to community home care facilities.The purpose of this study is to propose effective principles and strategies for optimizing the layout of community home care facilities in Lianhu District,so as to improve the elderly’s access to community home care facilities and the equity of the layout of facilities.This paper firstly collects road network data,settlement data,elderly population data and community home care facilities data to build a GIS database,and then analyses the spatial distribution characteristics,ageing characteristics and community home care facilities layout characteristics of the elderly population in Lianhu District.Then,a survey was conducted on the mobility of the elderly in Lianhu District,and based on the survey results,the elderly were classified into the elderly with normal mobility,the elderly with mild mobility restrictions and the elderly with severe mobility restrictions.Based on the perspectives of these three categories of elderly,the fairness of the layout of the facilities was evaluated in terms of the coverage,accessibility and fair performance of the community home care facilities.Finally,the layout optimization principles and strategies are proposed for the layout of community home care facilities in Lianhu District,and the minimization impedance model in the locational allocation model is selected to optimize the layout of community home care facilities in Lianhu District.In turn,the fairness of the layout of community home care facilities in Lianhu District after layout optimisation is evaluated,and the evaluation results are compared with the results before optimisation to arrive at the layout optimisation results.In order to evaluate the fairness of the layout of community home care facilities in Lianhu District,this paper analyses the fairness of the layout of facilities from the perspective of elderly people with different mobility abilities and summarizes the layout problems,accordingly optimizing the layout of facilities to provide reference for the planning and management of community home care facilities in Xi’an.
