| Public services are about people’s livelihood and connect them to their hearts.The city of Hefei,known as "the first county of Jianghuai and the key to Wu and Chu",has seized the opportunity to develop at a high pace and with high quality since its establishment.Nowadays,Hefei is facing new demographic adjustments and land resource constraints,and the demand for public service facilities is gradually increasing,to the detriment of efficiency and equity.Therefore,it is of great significance to grasp the current status of equity and accessibility of public facilities in Hefei to guide the redistribution of public facilities.This paper takes a total of five categories of public facilities,namely elderly facilities,sports facilities,educational facilities,medical facilities and commercial facilities,as the research objects,and obtains basic data such as POI data and road networks,using locational entropy,DBSCAN cluster analysis based on vector data and kernel density analysis,statistical analysis method and bivariate global Moran’I index and local LISA clustering maps.The spatial equity of public service facilities is evaluated from the perspectives of spatial equilibrium,clustering,diversity and correlation.Then,based on python and Arc GIS platform,the accessibility distribution among various public service facilities and among districts,counties and street units in Hefei City was evaluated in terms of travel time and supply-demand ratio,and analysis and evaluation were done.The specific findings of the study are as follows.(1)Public facility resources vary widely between Hefei districts and counties,with an imbalance between supply and demand in most areas and an oversupply in a few areas,with an average of approximately 6.76% of street units identified as low-low aggregation areas for public facilities.Greater progress can be seen in terms of demand by strengthening the construction and renovation of elderly facilities in the western and south-western parts of the city in later years.(2)With the help of the Python platform and the Gaode API Path Planning 2.0algorithm,the real time cost of travel for residents is used as the accessibility evaluation criterion,and the arrival situation of the starting and finishing points within the 15-minute living circle is counted,and the accessibility values among public service facilities are evaluated vertically: medical facilities> educational facilities> commercial facilities> sports facilities> elderly facilities.(3)Public services are unevenly distributed,with a high density and accessibility within the city’s first ring,especially in the old city,and gradually decreasing in the second ring.As the number of rings in the city increases,accessibility tends to decrease.Accessibility is higher in the county centres as a whole and tends to decrease in a stepwise manner towards the periphery.(4)Suggestions for optimising the allocation of public service facilities.Taking Changfeng County as an example,based on the location allocation results,quantifying the points of facilities that should be prioritised for construction in the county can effectively enhance the coverage of facilities,and summarise the results of spatial equity and accessibility analysis to propose the overall and detailed configuration of facilities.The overall optimisation recommendations are quantitative and qualitative improvements as well as accelerating the construction of urban road networks,and suggesting the integration of resources for the elderly with medical,educational and sports facilities.The recommendations for detailed optimisation should be based on specific analyses of supply and demand,national policies and location,in order to prescribe the right remedy. |
