| The southeast coastal area is not only an important economic development area or ecological protection area,but also an area with frequent natural disasters.Typhoon storm surge is one of the main threats affecting the steady development of southeast coastal cities.Under the coexistence of global climate change and environmental cri-ses,its intensity and disaster risk continue to increase;it is urgent to improve the city’s moisture resistance and climate adaptability.Regional security and sustainable devel-opment are of great significance.Taking Wenzhou City,Zhejiang Province,a typical tidal-affected area,as the re-search object,combined with the geographical particularity of the typhoon storm surge acting on the land and sea environment,the concept of ecological disaster prevention based on Nature-Based Solutions(Nb S)is adopted to form a"Problem identification-Coupling disaster risk assessment-Ecological disaster prevention design-Natural dis-aster prevention planning"research system.Use MIKE 21 mode to carry out dynamic simulation and scenario analysis of the largest possible typhoon storm surge;Combine ENVI,GIS,SPSS,BP neural network and other digital technologies to assess the risk of typhoon storm surge coupling disasters,and achieve a more refined typhoon in Wenzhou Storm surge disaster risk identification and defense zone.On this basis,a targeted ecological tide prevention planning strategy that conforms to the natural geo-graphical pattern and the evolution of the development environment is proposed to minimize the risk of tidal disasters.The core conclusions are as follows:(1)The current domestic and foreign research on typhoon storm surge disasters mainly focuses on numerical simulation and risk assessment,and has failed to imple-ment theoretical results at the level of specific risk prevention and control.Moreover,the defensive methods limited to coastal defense engineering construction have caused negative effects such as ecological damage,and the search for more optimized damp prevention and disaster mitigation programs has become an important issue.(2)At the level of typhoon storm surge risk source research,the 915hpa super typhoon struck Wenzhou with a maximum submerged depth of 5.27m and a total sub-merged area of 1070.718km~2.The direct impact area inundated by the typhoon storm surge is mainly concentrated from Yueqing City to Pingyang County.The 63towns/streets in the sea area are the key defense areas for tidal disaster risk;At the level of coupled tidal disaster risk assessment,the GIS-BP model is used to simulate and predict Wenzhou typhoon storm surge disaster risk index TSDRI is discrete be-tween 0.019-0.662 distribution,high-risk areas totaling 1417.275km~2,accounting for12.313%of the total area of the city,mainly distributed in offshore areas such as is-lands,rivers,bays,inland plains,and low hills,Yueqing City-Wenzhou Central City-Rui’an City the area where the river flows into ocean is most affected by the typhoon storm surge disaster.At the same time,this area is also the area with the strongest conflicts between protection and development and the conflict between man and land.(3)This article draws on the ecological disaster prevention concept of Nb S,based on the typhoon storm surge disaster risk identification results and the focus of space defense response,based on natural resources,environment and ecosystems,and coor-dinated with existing coastal defense measures to build a"Comply with nature,en-hance the resilience of coastal zone disaster prevention;Unlock nature,optimize dis-aster pregnancy environment and disaster reduction efficiency;Integrate with nature,construct disaster bearing space disaster resilience system"three major moisture pre-vention strategies,active moisture prevention,ecological prevention and control,com-prehensive and long-term protection of Wenzhou"Man-Land(Sea)"security pattern. |
