| As the global climate continues to warm,the probability of extreme weather phenomena also increases.Typhoon disaster is one of the most significant extreme weather events affecting our country.At the same time,the typhoon-heavy rain disaster chain caused by the typhoon has brought serious harm to the bay-type cities in coastal areas of our country,threatening the urban population,economy and ecological environment.It can be seen that the research and control of typhoon rainstorm disaster chain risk in Gulf cities is of great significance.This paper selects Ningbo,a typical bay city as the research object,uses GIS,MATLAB and RF and other software and models to assess and analyze the risk of Ningbo’s typhoon-storm disaster chain,and further uses the SCS-CN hydrological analysis model to simulate and evaluate the high The comprehensive loss of the typhoon-heavy rain-flood disaster chain in the typical risk area is used as a basis to discuss the planning prevention and control methods of the Gulf city to respond to the typhoon-heavy rain disaster chain.The main results and conclusions of the research are as follows:(1)At present,domestic and foreign scholars’ research on the typhoon-heavy rain disaster chain is mostly focused on the typhoon disaster chain and the typhoon-heavy rain specific case simulation analysis.The existing research on the risk assessment of the typhoon-heavy rain disaster chain stays on the analysis of the surface principles,and there are few research results on the risk assessment methods and technical aspects.(2)The paper constructed a risk assessment model for the typhoon-heavy rain disaster chain,and found that Ningbo’s typhoon-heavy rain disaster chain has a“higher southeast and lower northwest” distribution of risk levels.Ninghai County,Yinzhou district and Beilun district have higher risk than other districts and counties.(3)In terms of small-scale typhoon-heavy rain-flood disaster chain scenario loss assessment research.The results show that the areas with obvious changes in inundation range are concentrated in the water outlet area,and the inundation range and disaster loss are also increasing with the increase of return period years.Among various land use types,residential land and cultivated land are the two disaster-bearers that suffer the most losses.(4)In terms of planning response strategy research,starting from the theory of disaster chain disconnection and disaster mitigation,a prevention and control method combining the disconnection of the typhoon-heavy rain disaster chain.The proposed technical and non-technical disaster reduction measures have improved existing planning,formed prevention and control systems,and comprehensively improved the capacity to respond to a series of hurricanes and heavy rainfall disasters.This paper evaluates the risk of the typhoon-storm disaster chain in Ningbo City,and conducts research on planning prevention and control strategies,and provides theoretical support for the research on the risk identification of the typhoon-storm disaster chain frequently occurring in Gulf cities and the research on the chainbreaking disaster reduction planning strategy.Improve the research content of urban planning discipline in disaster chain disaster prevention planning and make certain contributions. |
