The first deepening reform conference proposed to speed up the pace of reform of traditional resource-based state-owned enterprises,implement the three-year reform action plan for stateowned enterprises,and achieve the implementation of the 14 th Five-Year Plan.The efficient and scientific performance evaluation is the key element to promote the reform and innovation of traditional resource-based state-owned enterprises and promote the speed of market-oriented development.GK Mining Co.,Ltd.is a fourth-level subsidiary of Angang Group,and after onsite investigation,it was found that GK Mining Company’s existing performance appraisal system had problems,such as the selection of indicators,weights,and evaluation criteria were unreasonable,and a more scientific performance appraisal system was needed to empower the enterprise.Taking GK Mining Company as the research object,this thesis establishes a performance appraisal system based on the combination of BSC and KPI,carries out the specific application of the performance appraisal system,and puts forward safeguard measures for the smooth implementation of the new performance appraisal system.This thesis uses analytic hierarchy,field research,questionnaire survey and dimensionless method to construct and apply GK Mining’s performance evaluation system based on BSC and KPI.On the basis of the introduction of the relevant concepts and methods of performance appraisal,the problems existing in the current performance appraisal of GK Mining Company are summarized through the analysis of the current situation of performance appraisal of GK Mining Company and the questionnaire survey.Twenty key performance indicators were screened out by combining the actual production and operation management,and the indicators were divided into three levels: company level,department and branch level,functional department and business team level according to the actual organizational structure of the company.The weight of the index is set by the expert scoring method combined with the analytic hierarchy method,and the construction of the performance evaluation system is completed.Through the performance evaluation research of the thermal business team under the power branch of GK Mining Company,the practical application of the new performance evaluation system is realized.It is found that the current performance appraisal system of GK Mining Company has a certain impact on its business development,and the performance appraisal system based on BSC and KPI has practical significance for the company’s business development level and has obvious improvement effect.The thesis gives four safeguard measures from the perspective of the implementation and operation of the performance appraisal system,and suggests that the company should improve the implementation of performance appraisal on the basis of closely following the requirements of the group,increase the importance of talent training,and increase the importance of ERP information system in performance appraisal development.The thesis research is helpful to improve the scientific rigor of GK Mining Company’s performance evaluation,so as to generate positive feedback on the actual production and operation management of the company,and play an enlightening role for the performance evaluation of similar traditional resource-based enterprises,providing theoretical reference and practical reference basis.
