| With more than 40 years of reform and opening up,China has achieved great success in development,built a moderately prosperous society and realized rapid economic development.However,behind the rapid economic development,there are environmental problems that cannot be ignored,such as massive consumption of resources and serious environmental pollution.Therefore,China has been transforming its economic development,no longer pursuing rapid economic growth excessively,but focusing on high-quality economic development and paying attention to the environmental problems in the process of production and creation.At the same time,based on China’s national conditions,relevant government departments formulate a variety of environmental regulation policies,continuously improve the environmental regulation system,and strengthen environmental supervision,so as to reduce the environmental problems caused by enterprise production.The manufacturing industry is the key to economic transformation,and it is more important to focus on environmental issues.Serious environmental problems will hinder the development of the manufacturing industry,which in turn will affect the sustainable development of China.Green technology innovation is an important way to balance the relationship between environmental protection and enterprise development.Therefore,based on this background,this paper studies the relationship between environmental regulation and manufacturing green technology innovation,and carries out relevant expanded research on different types of environmental regulation and green technology innovation.Based on the "Porter Hypothesis" and other theories,this paper selects the relevant data of listed manufacturing companies from 2008 to 2017,constructs a regression model,and uses the systematic GMM estimation method for regression analysis to study the action mechanism and impact of environmental regulation on enterprise green technology innovation,and considers the heterogeneity of environmental regulation and green technology innovation.The measurement results show that: first,under the role of environmental regulation,it can stimulate manufacturing enterprises to carry out green technology innovation and play a significant role in promoting.Second,the impact of different types of environmental regulation on the level of green technology innovation of enterprises is heterogeneous.Under the command control regulation,enterprises tend to follow the cost effect,increase the cost of environmental protection and inhibit enterprises from carrying out technological innovation activities.Different from the effect of mandatory regulation,market incentive regulation and public participation regulation can promote enterprises to actively carry out technological innovation activities.However,due to insufficient public participation and insufficient attention of government and enterprises,the effect of public participation regulation is less than that of market incentive regulation.Third,environmental regulation has a heterogeneous impact on different types of green patent innovation.The implementation of environmental regulation can promote different types of green patent innovation,but the positive promotion effect on green invention patent innovation is more obvious.Although green invention patent innovation activities require more resource investment,greater difficulty and higher risk,they can better improve the technological innovation level of enterprises and meet the standards of environmental regulation policy-making.Therefore,it is concluded that the rational use of environmental regulation policies can guide and encourage enterprises to carry out more difficult and demanding green technology innovation activities.Therefore,this paper considers that environmental regulation has a positive incentive effect on enterprise green technology innovation.And put forward suggestions from three aspects.First of all,from the government level,the comprehensive use of a variety of environmental regulation tools,give full play to the supervision and guidance role of the three environmental regulations,smooth the channels for public participation,improve the intensity of supervision and punishment,and increase the cost of enterprise pollution.Secondly,from the enterprise level,change the management concept,improve the enterprise’s green innovation ability and realize green production.Finally,from the public level,establish the concept of green consumption and actively participate in environmental supervision. |
