Based on the background of rural living environment improvement,this research focuses on the risk factors that affect the sustainability status or capability of rural sewage treatment PPP projects.To develop the theory,choose a combination of qualitative and quantitative methods,establish a sustainability risk evaluation index system for rural sewage treatment PPP projects from the perspectives of engineering,economy,society,management and society,focusing on empirical analysis of the project’s sustainability risk status,And put forward relevant risk control strategies.The specific research contents and conclusions are as follows:(1)Identify risks.On the basis of a comprehensive review of relevant literature and a full investigation of the current situation and characteristics of the construction of PPP mode for rural sewage treatment,the exploration space for existing research is proposed,and the overall research idea of this paper is presented.In view of the fact that there are few researches on the risk factors of rural sewage treatment PPP projects,this paper introduces the grounded theory,based on the systematic collection of first-hand interviews and engineering documents and other data,and through three-level coding,26 risk factors that affect project sustainability are preliminarily condensed..(2)Build an evaluation index system.Exploratory factor analysis is used to identify initial risk factors and eliminate redundant indicators,and construct a more streamlined sustainability risk based on five sustainability dimensions of engineering,economy,management,society,and environment and 19 secondary indicators.Evaluation index system,thereby improving the work efficiency of subsequent evaluation and decision-making.(3)Evaluate risks.DEMATE is used to determine the indicator weight,and the causal feedback between indicators is comprehensively considered in the weight calculation.Secondly,with the advantage of cloud theory to capture the ambiguity and randomness of evaluation information,an empirical evaluation study was carried out on the PPP project of rural domestic sewage treatment in L city,N province,and the risk level of evaluation indicators and the risk status of project sustainability were obtained,and further research was carried out.Thoroughly analyze the root causes of declining project sustainability performance.(4)Risk control.Use the four-quadrant map generated by the DEMATEL system to effectively classify risk factors,be problem-oriented,clarify the control strategy direction of risk factors,and formulate targeted policy recommendations based on the perspective of government decision makers,for PPP projects in the field of rural sewage treatment Sustainability provides practical guidance.The comprehensive research results show that:(a)From the literature review,decision makers lack the awareness and vision of sustainable risk management of PPP projects,which is not conducive to ensuring the healthy and sustainable operation of PPP projects;(b)From the perspective of indicator weights,economic sustainability(c)The overall sustainability risk level of the evaluation project is "moderate risk",and the project sustainability level caused by the corresponding risk factors is "generally sustainable",and strategies should be made in time Adjustment,the evaluation results are consistent with the actual situation of the project,and the practicability of the proposed method is clarified;(d)Weak government supervision,insufficient sewage supply,imperfect fee return mechanism,low public participation,low quality of operation and maintenance,and insufficient project income It is a key risk factor leading to the decline in the sustainability performance of the PPP project.This study helps all participants to correctly understand and grasp the key risk factors affecting the sustainability of rural sewage treatment PPP projects,and provide scientific decision-making for better guiding and ensuring the sustainable development of the PPP model of agricultural water treatment.
