| Sustainable safety is one of the three cores of civil aviation power construction.By exploring and summarizing the successful experience behind the long period safe record,identifying the critical successful factors among many factors affecting the sustainable safe operation of civil aviation of China,and controlling the critical successful factors,it can not only promote the sustainable safe operation of the industry,but also allocate resources more efficiently and improve management efficiency.Firstly,the connotation of the critical success factors for civil aviation sustainable safety is clarified.Based on the three-level coding process of grounded theory,the research and interview records of industry experts,safety reports of civil aviation in the past ten years,civil aviation enterprises and public institutions safety reports,and safety policy reports are analyzed.The 27 factors including the influence of international political relations,the continuous improvement of laws and regulations and management mechanism,the continuous innovation and transformation of safety management concept and management means,and the scientific and technological innovation leading intelligent safety are identified.The 27 factors are further summarized into five dimensions: internal and external environment,mechanism and organization system,investment and allocation of security resources,effectiveness of safety management,and improvement of accuracy of safety supervision.Then,a hybrid model based on the combination of 2-dimensional uncertain linguistic variables and hierarchical DEMATEL is constructed to identify the critical success factors for the civil aviation sustainable safety.The hybrid model can not only distinguish the uncertainty between expert decision problem and subjective understanding,but also significantly reduce the number of expert decisions in the process of determining the relationship between factors in complex systems.It can also analyze the interaction relationship among complex system factors with multi-level structure and identify critical success factors.Finally,the scoring data of experts on the interaction degree sustainable safety factors of civil aviation are collected.A hybrid model based on the combination of two-dimensional uncertain language and hierarchical DEMATEL is used to identify the critical success factors.The result shows that: six factors are critical successful factors such as the increase of safety input,the change of safety consciousness,and the strengthening of safety supervision,etc. |
