| There are many and complicated problems in the Supervision and Management of oil and gas geophysical exploration engineering.Due to the particularity of field construction and overseas operation of oil and gas geophysical exploration engineering,coupled with its strong professionalism,the construction process of geophysical exploration engineering is highly hidden,there are many uncertain factors in supervision and operation,and the relationship between supervision and the supervised party is complex.At present,there are few researchers.The only research is limited to listing problems,and the proposed improvement schemes and countermeasures are often difficult to go deep,or there is still a large distance from the reality of oil and gas geophysical exploration engineering supervision.Based on many years of experience in Supervision and Management,this study describes and analyzes the problems of Supervision and Management in oil and gas geophysical exploration engineering projects,forming a framework of four levels and fifteen three-level problems.Then the Delphi method is used to organize relevant experts to judge and get the scoring results of these 15three-level questions.The formed expectation is used as the alternative influence factors.AHP method is used to further screen the alternative influence factors,and three key issues are selected from the four levels of regulatory system,regulatory mode,regulatory operation and regulatory basis.After analyzing these three core issues,this paper puts forward the improvement scheme of "Specialized Group + Industry Association" Supervision and Management system and "imitating IPM" Supervision and Management mode.In the " Specialized Group + Industry Association" regulatory system improvement plan,a total of 15 countermeasures have been formed.It has made a new design in solving the independence,authority and standardization of the supervision subject.A total of 11 countermeasures have been formed in the improvement scheme of the Supervision and Management mode of "imitating the IPM system".In terms of Supervision and Management mode,it puts forward the exploratory countermeasure design of introducing mature project management mode and method,participating in project cost control and establishing a win-win mechanism between supervision and supervised party. |
