As an important environmental regulation tool,watershed ecological compensation helps to coordinate the economic development of upstream and downstream regions and the restoration of ecological environment.On the one hand,strict environmental regulation will promote the upstream agricultural industry to adjust its mode of production,innovate technology,improve resource utilization and improve agricultural green productivity;On the other hand,In order to get economic incentives,upstream farmers will change their production mode and use green agricultural production technology.Based on this,the research shows that there are macro and micro effects of watershed ecological compensation on the development of green agriculture in the upstream region.Starting from the assumptions put forward by theoretical analysis,the empirical part adopts SBM model,synthetic control method,logit and other measurement methods: from a macro perspective,the research analyzes the policy effect of watershed ecological compensation on agricultural green development in the upper reaches;from a micro perspective,it explores the impact of watershed ecological compensation policy on farmers’ Green agricultural technology participation.The two perspectives confirm each other.The main conclusions are as follows:(1)This thesis uses the synthetic control method to evaluate the policy impact of the watershed ecological compensation policy,and obtains these conclusions: since the implementation of the watershed ecological compensation policy,the agricultural green total factor productivity of Huangshan City is higher than that of the unaffected synthetic Huangshan City,which means that the watershed ecological compensation policy has a positive policy effect(2)This thesis uses logit model and micro data to analyze the impact of policies on Farmers’ participation in green agricultural technology.The results show that the satisfaction of ecological compensation policy significantly affects the participation of farmers in green agricultural technology;In addition,farmers’ willingness to adopt is more likely to be affected by production characteristics,while input is more likely to be affected by family characteristics.The results of micro data prove the impact of watershed ecological compensation policy on agricultural developmentFinally,the research confirms the hypothesis through demonstration: the watershed ecological compensation policy has a significant positive treatment effect on agricultural total factor productivity in Huangshan;farmers’ satisfaction with the ecological compensation policy significantly affects their participation in green agricultural technology.According to the results,this thesis puts forward some suggestions on improving the ecological compensation mechanism of the river basin and promoting the green development of agriculture in the river basin: first,developing green characteristic agricultural industry to promote the transformation of agriculture in the river basin;Second,improve the ecological compensation policy mechanism and increase the compensation incentive for upstream farmers;Third,promote land circulation,establish agricultural cooperatives and provide socialized services.
