With the development of modern agriculture,the discharge of waste in agricultural production has increased rapidly,and the "three-dimensional pollution" of agriculture has become increasingly serious.The potential of agricultural waste resources is huge,promoting its circular utilization and industrialization development,which is of great significance to improving the ecological environment of the rural rural areas and maintaining agricultural ecological safety.In agricultural waste,the abolition of the abolition is particularly prominent.Since the introduction of agricultural film coverage and cultivation technology from Japan in the late 1970 s,the amount and coverage of agricultural membranes have continued to increase.However,the agricultural membrane has increased the increase in crop output while causing severe waste agricultural membrane pollution.In order to effectively manage waste agricultural membrane pollution,effectively promote the green development of agricultural,understand the current status of agricultural membranes,analyze the existing problems of agricultural film recycling,and propose the prevention and control of agricultural film pollution.Changfeng County is a large county production of strawberries.The application of agricultural land coverage technology is early,which has greatly promoted the production of agricultural crops and agricultural production.However,with the expansion of the area coverage of the ground film year by year,the farmland pollution caused by the residue of the ground membrane has also become increasingly serious,and it has been urgent for its governance.Therefore,the article focuses on the actual development of Changfeng County,and is guided by the theory of behavior science,the hypothesis of rational economy,the theory of public product theory,and the theory of cooperatives.The status quo conducts investigations and studies,and the results are as follows:(1)Changfeng County Agricultural Film coverage has been promoted early and long,long time,the area of the film coverage,and the use of ground membranes has increased,and the problem of residual pollution of ground membranes is becoming increasingly serious.(2)The existing problems existing in the recycling and utilization of agricultural film in Changfeng County: The awareness of farmers is weak,and the abolition of the ground membrane is improperly treated;one-sided pursuit of economic benefits,using non-state-standard land membranes;lack of funds and policy support,and the participation of relevant subjects is not high;lack of technical support,ground film recycling The level of mechanization is low;the comprehensive prevention and control system of ground film residue pollution is not perfect.(3)Empirical research shows that the membership of farmers’ cooperatives will promote the recycling of waste agricultural film.One possible mechanism is that cooperatives not only provide production facilities to their members,but also restrict the production behavior of their members.Making good use of the advantages of cooperatives in dealing with the treatment of agricultural film is an effective way to solve the pollution of agricultural surface.Finally,on the basis of investigation and analysis and empirical analysis,this article proposes relevant countermeasures: encourages farmers to join the cooperative’s service functions;do propaganda guidance to improve the awareness Regular membranes;increase policy funding support,establish multi-party participation mechanisms;strengthen technical guidance,improve recycling utilization,and so on.
