"Three rural issues" has always been a concern of the party and the state.Under the background of the rural revitalization strategy,improving the living environment in rural areas,increasing efforts to remediate rural environmental sanitation,and finding a long-term governance mechanism for rural environmental sanitation governance have become rural areas.One of the key tasks of revitalization.In recent years,rural environmental sanitation has achieved certain results.However,due to factors such as the numerous sources of rural environmental sanitation pollution and the obvious differences in pollution types between regions,there are still major problems in rural environmental governance,which still need to be solved with great efforts.Soft law is a social code of conduct that can reflect the will of the public,and its implementation is not guaranteed by the coercive power of the state.Soft law has the characteristics of being more flexible in creation,reflecting the common will of members in the community,and not relying on the coercive force of the state to ensure its implementation.The main forms of soft law are government documents,norms of grassroots self-governing mass organizations(mainly township regulations and conventions for residents),and associations’ charters.The characteristics of soft law determine that soft law has the advantages of flexibility and extensiveness,and because it does not rely on the enforcement of state coercion,it has low governance costs and good governance effects,which is undoubtedly a good choice for rural environmental governance.In rural environmental governance,the content of soft law should include household environmental sanitation,public place environmental sanitation,aquaculture pollution prevention and control,water pollution prevention and control,ecological environmental protection and epidemic prevention and control.Household environmental sanitation mainly refers to the sanitation and cleaning of the front and back of the house,the classification and dumping of garbage,the non-discharge of sewage,the accumulation of building waste and firewood,etc.;the environmental sanitation of public places mainly refers to not setting up stalls in public places,occupying roads for operation,Do not pile up waste and garbage in public areas in the village;the prevention and control of breeding pollution is mainly to guide and promote the resource utilization of livestock and poultry manure.Animal carcasses should be placed in the open air or buried at will to prevent virus breeding and groundwater pollution;water pollution prevention and control is mainly to prohibit the discharge or dumping of domestic sewage,industrial wastewater,waste residue or other wastes into rivers,and to control the excessive use of pesticides and fertilizers,etc.;In terms of ecological protection,it is strictly forbidden to cut down,destroy the water ecological environment,and burn straw.These should be clearly and specifically stipulated in the village rules and regulations.At present,there are problems such as excessive participation of public power and low public participation in the formulation of rural health environment governance;incomplete content and weak operability;unclear implementation of reward and punishment measures,and low implementation efficiency.It is necessary to improve the village rules and regulations in a targeted manner,standardize the formulation procedures of village regulations and regulations,impose certain punishments on violators,and enhance the enforcement power of soft law.In addition,note that the content of soft law must not conflict with the mandatory provisions of the law,and the language expression is grounded.
