| As an important part of improving rural environmental health,rural domestic waste treatment plays an important role in improving the quality of rural human settlements and realizing rural ecological revitalization.However,the treatment of rural domestic waste is a complex project.The single subject treatment method is slow and time-consuming,and the treatment effect is not significant.In this regard,in April 2022,Hebei Province issued the Five Year Action Plan for Improving Rural Human Settlements in Hebei Province(2021-2025),In the action plan,special emphasis is placed on "expanding the channels for people’s participation.We will guide village collective economic organizations,villagers’cooperatives,and villagers to participate in the whole process of planning,construction,operation,and management of rural human settlements.We will strengthen diversified investment,and encourage and guide social and financial capital investment in improvement actions." Laoting County is located in the east of Hebei Province.The rural garbage treatment shows the characteristics of multi subject coordinated treatment.There are many experiences and practices,and the treatment effect is also quite remarkable.Studying the mode of multi subject collaborative governance of rural domestic garbage in Laoting County,providing treatment ideas for rural domestic garbage treatment in other regions,has important practical significance for promoting the county level multi subject collaborative governance of rural domestic garbage in Hebei Province.Based on the theory of collaborative governance and the theory of environmental justice,this paper analyzes the current situation of rural domestic waste governance in Hebei Province,and finds that there is a reality of multi subject collaborative governance.Then,through field research and case analysis,this paper focuses on the investigation and analysis of the collaborative governance process of rural domestic waste in Lating County,Hebei Province.From the four main bodies of the government,enterprises,villagers’autonomous organizations and villagers,this paper analyzes their role orientation,specific practices,governance effectiveness and existing problems in the process of rural domestic waste governance,and extracts the multi subject collaborative governance model of rural domestic waste in Laoting County.The main conclusions of this paper are as follows:First,building a collaborative governance model requires all participants to play their own advantages.The main body of the government ensures the standardization of governance from the system and fund aspects by formulating plans,building working mechanisms,and coordinating governance funds;Enterprises provide professional services and treatment facilities to solve the problem of backward waste treatment facilities;Encouraging villagers’ autonomous organizations and villagers’ active participation is an effective way to improve the level of rural domestic waste treatment.Second,in the process of rural domestic waste treatment,the problems such as the unbalanced power of the participants,the inconsistent goals of the participants,the imperfect collaborative governance tools,and the insufficient linkage of the collaborative governance process hinder the efficient functioning of the collaborative governance model.Through the research,the paper puts forward countermeasures and suggestions for optimizing the collaborative governance model from four aspects:shaping the concept of collaboration,clarifying the main role,improving collaboration tools,and building a collaboration mechanism.The innovation points of this paper:(1)Through field interviews and questionnaires,the collaborative governance model of rural domestic waste in Laoting County was analyzed and summarized,and the role division and collaboration mode of each subject in the process of collaborative governance were summarized;(2)Through the study of the case of Laoting,this paper analyzes the problems existing in its collaborative governance process,and puts forward countermeasures and suggestions for optimizing the model. |
