Research On The Cooperative Treatment Mechanism Of Rural Domestic Garbage

In the context of the country’s promotion of the modernization of the governance system and governance capabilities,the implementation of rural revitalization strategies,and the implementation of rural human settlement environment remediation actions,it is imperative to implement rural garbage management in rural areas.Especially in 2020,the spread of the New Coronary Pneumonia epidemic is sweeping across cities and rural areas in major countries around the world.The problem of rural “garbage surrounding villages” and dirty messes increases the risk of virus transmission and exposes the short-term management of rural residential environment It is necessary to explore and summarize the implementation of rural domestic waste management to improve the level of rural domestic waste management,in order to enrich and improve the connotation of the rural residential environment management system.Based on the synergy theory,governance theory,dual structure theory and urban-rural integration theory,this paper carried out on-site garbage management situation in Zhanqi Village,Pidu District,Chengdu,which benefited from the constructive land use of rural collective management and urban-rural integration reform.The investigation and study expounded the case from three aspects of governance subject,governance process and governance effect,and pointed out the existing problems and difficulties.Based on the description of the case,the main beneficiary of the governance effect-the villagers as the survey object,designed and distributed a questionnaire on the satisfaction level of rural household garbage management level,statistically summarized the relevant data,and from the villagers’ satisfaction,government responsibility,The reasons that affect the participation of villagers are a descriptive analysis of the waste management of Zhanqi Village,and a comprehensive analysis of the treatment of domestic waste in Zhanqi Village.Through the dominating and self-organizing principles of the collaboration theory,focusing on the perspective of the participants in governance,a model for collaborative management of domestic waste in Zhanqi Village was constructed.The participants included the town government(street offices),village committees,and village party organizations.Social organizations,operating companies;explore the five main order parameters of facility co-construction and sharing,trust between organizations,villagers autonomy,environmentally friendly common vision,and organizational efficiency;derive interest coordination mechanism,evaluation and incentive mechanism,The four mechanisms of supervision and restraint mechanism and main body cooperative operation mechanism are expounded and analyzed.Based on field investigations and statistical analysis of questionnaires,policy recommendations to promote the effective operation of the cooperative management mechanism for rural household garbage were put forward in four aspects: establishing a multi-participation waste management system,focusing on the development of circular economy,strengthening the construction of rural talent team,and continuously mobilizing villagers to participate.The innovation of this article is based on the investigation and visits to the village of Zhanqi,trying to explore the establishment of a cooperative relationship between the main bodies of rural domestic waste cooperative management,summarizing the main bodies participating in the management,building a cooperative management model,and screening to determine the impact of waste cooperation The order parameters of the treatment have designed a rural waste synergy mechanism.
