| With the development of society,the problem of domestic waste is a social task that needs to be solved urgently,and power generation by waste incineration is a new waste treatment technology.Using RDF derived from domestic waste as fuel for steam heating and power generation,it effectively solves the problem of domestic waste,and also brings considerable economic benefits.Under the initiative of China’s "the Belt and Road initiative",as an important part of international projects,overseas new energy power generation projects,including garbage incineration power generation projects,account for a large share of international projects.It is of great significance to analyze and evaluate the factors affecting the cost of overseas garbage incineration power generation projects,so as to formulate cost control strategies.In order to better study the construction cost control strategy of overseas waste incineration power generation projects,taking the overseas project 9.5MW Nonthaburi RDF power plant project in Thailand as the research object,through in-depth research on the identification,screening and evaluation of the factors affecting the construction cost of overseas waste incineration power generation projects,and based on this,effective countermeasures for cost control are proposed.(1)Firstly,the research status quo of project cost control at home and abroad is analyzed in detail,and the theory of whole process cost management is put forward emphatically.Meanwhile,the characteristics and difficulties of 9.5MW Nonthaburi RDF power plant project in Thailand are analyzed,and the status quo of the whole process cost control of the project is discussed.(2)Based on the principle of evaluation index establishment and the actual situation of9.5MW Nonthaburi RDF power plant project in Thailand,an evaluation index system of cost influencing factors of 9.5MW Nonthaburi RDF power plant project in Thailand was established through expert research.Through the analytic hierarchy process(AHP)and model analysis,the weight of cost influencing factors is analyzed to form the evaluation system of cost influencing factors of 9.5MW Nonthaburi RDF power plant project in Thailand.According to the evaluation results,cost control measures were formulated for the influential factors with high weight,which ensured the income of 9.5MW Nonthaburi RDF power plant project in Thailand.(3)According to the research results,it is believed that the 9.5 MW Numbuli RDF Power Plant Project in Thailand should focus on strengthening the control measures in terms of management capability improvement of the Project Department,cost management at the signing stage of upstream and downstream contracts,cost management at the design stage,reward and punishment system for cost management,and project claim management.The research results of this paper have improved the project cost management system of9.5MW Nonthaburi RDF power plant project in Thailand,improved the project cost control level,and significantly improved the project cost control effect,which can provide a theoretical basis and management decision-making reference for overseas waste incineration power generation project cost control. |
