| In 1990,the United Nations Framework Convention on Climate Change(UNFCCC)declared for the first time that greenhouse gases pose a significant risk to the global climate,and in September 2020,Xi Jinping announced at the United Nations General Assembly China’s "double carbon" goal of achieving peak carbon by 2030 and carbon neutrality by 2060.To achieve this goal,companies need to increase investment in renewable energy,promote low-carbon technologies and transition from high-carbon to low-carbon industries,and carbon emissions trading has emerged.China’s energy sector,especially the power sector,is a major source of CO2 emissions and an important player in carbon trading.Therefore,the power industry has become the core area of low-carbon energy structure transformation,and the environmental performance evaluation of power generation enterprises will receive more extensive attention.However,a relatively small percentage of existing environmental performance evaluation studies have included carbon emissions into the system.Therefore,this paper takes power generation enterprises as the research object,uses DEA model to establish an environmental performance evaluation system adapted to the context of carbon emissions trading,and evaluates the environmental performance of some power generation enterprises from 2017-2021 to provide valuable references for power generation enterprises to make energy transformation decisions.This paper firstly describes the background and significance of the environmental performance evaluation of power generation enterprises,then introduces the research method in detail,and constructs an environmental performance evaluation system adapted to the context of carbon emissions trading according to the characteristics of DEA model.This paper selects 20 representative power generation enterprises for quantitative and qualitative analysis,and dynamically evaluates the data of these enterprises from 2017 to 2021 through the Malmquist index model.This study finds that:(1)carbon emissions trading has a positive effect on power generation enterprises to reduce carbon emissions and improve environmental management.2017-2021,the comprehensive technical efficiency increases year by year,while the gap between the comprehensive technical efficiency of thermal power-based and new energy-based power generation enterprises is gradually reduced,and the average value of comprehensive technical efficiency in 2021 reaches 0.91.In terms of pure technical efficiency,thermal power enterprises In terms of pure technical efficiency,thermal power companies have gradually approached new energy-based power generation companies.For CO2 emission indicators,the analysis of projection values of non-effective enterprises in 2021 finds that most enterprises have less adjusted values.Together,these data indicate that thermal power enterprises are more active in increasing environmental protection investment compared to new energy power generation enterprises,and thermal power enterprises have made significant progress in carbon emission reduction,narrowing the gap within the industry.(2)The environmental performance level of new energy power generation-based enterprises is better than that of thermal power generation-based enterprises.The analysis of the three efficiency indicators in the static evaluation reveals that the proportion of new energy power generation-based enterprises achieving effective and the average value of efficiency exceeds that of thermal power generation-based enterprises,whether in terms of integrated technical efficiency,pure technical efficiency or scale efficiency indicators.Finally,this paper makes recommendations.For power generation enterprises,they should continue to maintain growth in environmental protection investment and actively carry out energy structure transformation to help China achieve the double carbon goal.In addition,government departments should increase the supervision of the environmental performance of power generation enterprises. |
