Study On Rural Ecological Environment Governance In Zhanjiang City

At present,with the acceleration of China’s economic development,while the government has achieved results in the process of promoting urban and rural overall planning and environmental governance,there are still many problems,the situation of rural living environment is still unbalanced.For example,rural wastewater discharge,garbage treatment method is not perfect,illegal construction problems are prominent,open burning of straw and waste crops air pollution behavior occurs from time to time,environmental protection infrastructure construction and planning is still lagging.Therefore,this paper studies the ecological environment governance in rural areas of Zhanjiang city,Guangdong Province.In this paper,taking the form of combination of questionnaire and on-the-spot investigation,through village residents,government workers and other personnel to investigate the relevant data collection,as well as the typical villages such as zhanjiang chardonnay mountain patriotic street,visit the island slope tail village,to the overall research of zhanjiang ecological environment governance in rural areas.It is found that the current rural ecological environmental governance in this city has some problems,such as unsatisfactory consolidation effect of comprehensive environmental governance achievements,backward environmental infrastructure such as domestic sewage treatment,low initiative of farmers to participate in governance,and increasing new governance problems under the background of great development.The causes of this problem are mainly as follows:first,the difference between urban and rural dual structure;Second,the lag of village planning;Third,insufficient funds investment guarantee;Fourth,the awareness of environmental protection is weak.Finally,on the basis of learning from Germany,the United States,Japan,taicang city of Jiangsu Province,anhui Province,and Shantou city of Guangdong Province,which is close to Zhanjiang in terms of economy,society,culture and other aspects,combined with the local rural reality of Zhanjiang,Zhanjiang is put forward to solve problems in the process of rural ecological environment governance related countermeasures and Suggestions,one is to strengthen the government supervision responsibility,such as increasing financial support rural environment,establish and improve the relevant laws and regulations,strictly implement the pollution responsibility and accountability mechanism,establish and improve the relevant laws and regulations,increase the management supervision and law enforcement;Second,to strengthen the awareness of public participation in ecological environment,such as increasing environmental protection publicity and education,vigorously guide the improvement of production and life style;Third,improve the mechanism of multi-party participation in rural environmental governance,such as the multi-party joint governance mechanism and the multi-input mechanism for environmental protection;Four channels is the innovation and development path,such as optimizing production structure and the way of township enterprises,further promote the development of green agriculture efficiency,further promotion of ecological agricultural tourism service,in order to further improve the zhanjiang rural ecological environment,enhance the level of rural living environment,etc.,thus for zhanjiang fully implement the strategy of rejuvenating the country ramming hard environment,It also provides strong support for the revitalization and development of Zhanjiang.
