Research On The Influence Of Civilized City Selection On Green Technological Innovation

The selection of civilized city is a kind of urban governance model that conforms to the concept of sustainable development,which is to encourage all localities to build a more civilized society.The 20 th National Congress of the Communist Party of China pointed out that we should continue to implement the new development concept,explore ways to improve quality and efficiency,and promote green economic transformation.Originally,our economic development was changed at the cost of resources and environment,we only pursued quantity but ignored quality problem.Now our economic development has reached a certain scale,we have to consider the high quality development problem.Green technology innovation emphasizes the dual advantages of green development and innovation-driven development,which plays an indispensable role in realizing sustainable economic development and comprehensive green transformation.National construction needs technological innovation as the support,implement the innovation-driven strategy to promote the construction of a modern economic system.Cities are important platforms for innovation activities,which can fully tap the potential of economic development and enhance the core competitiveness of cities.Promoting the construction of civilized cities across the country plays an important role in accelerating high-quality economic development and enhancing the capacity for green technology innovation.Through empirical analysis,this paper explores the influence of civilized city selection on the level of green technology innovation,and uses the sample data of 260 Chinese prefecture-level cities from 2006 to 2019 to carry out the multi-period differential model regression.The results show that the selection of national civilized cities can significantly and effectively promote the improvement of green technology innovation level.This paper also tested the robustness of the conclusion through four methods:propensity score matching,placebo test,removing part of the samples and replacing the explained variables.The above results are still valid,so as to provide direct evidence for the influence of civilized city selection on green technology innovation.The intermediary effect model is used to discuss the micro-mechanism of civilized city selection on green technology innovation.Civilized city selection policy can promote the improvement of urban research and development investment level,enhance urban talent gathering ability,ensure the orderly expansion of urban space,improve the efficiency of land use,so that the city can gather more innovative resources,easier to form scale advantages,optimize resource allocation,gradually improve the city’s innovation environment and innovation mechanism,and constantly stimulate urban innovation activities.Thus promoting the improvement of green technology innovation level.Under the stimulation of environmental regulation,enterprises will gradually increase investment in innovative production technology to promote the win-win situation of economic performance and environmental performance.The impact of civilized city selection on green technology innovation has obvious heterogeneity in terms of city size,regional location,environmental regulation and city grade.For cities with large scale,located in the east,strict environmental regulation and urban class,the innovation system is relatively complete and the innovation resources are sufficient.Under the macro-control of the government,the policy opportunities are often better seized.The construction of civilized cities has a more obvious effect on the improvement of urban green technology innovation level,and the innovation-driven effect is better.Urban innovation is at the forefront of the country.To sum up,this paper puts forward the following suggestions: First,continue to promote the construction of civilized cities.Constantly improve the evaluation mechanism of civilized cities,and strictly implement evaluation standards.Second,give full play to the demonstration effect of civilized cities.Set up an exemplary role to promote healthy competition between regions.Third,strengthen the government’s strategic leadership role.We will firmly safeguard the leading role of local governments in the development of civilized cities.Fourth,adopt the strategy of adapting to local conditions and determine the development focus according to the city’s own characteristics.Fifth,accelerate the deep integration of technological innovation and green development,and promote the implementation of technological innovation achievements.
