The Historical Context And Evolutionary Logic Of The Communist Party Of China’s Ecological Governance From The Perspective Of Political Attention

Ecological progress is essential to the sustainable development of the Chinese nation.By comprehensively deepening reform and strengthening the top-level design and institutional construction of ecological governance,the Party has pushed ecological progress to a new height.Political attention is an important theory to study the change of public policy.The research from the perspective of political attention is conducive to promoting the localization direction of political attention,so as to construct the local analysis paradigm of political attention in the era and in China.The intensity of attention,direction of attention and allocation of attention are the basic dimensions of the theoretical study of political attention.The intensity of attention represents the degree of the allocation of political subjects’ attention in agenda setting,and reflects the degree of political subjects’ attention to a certain field or topic.The direction of attention represents the allocation of political subjects’ attention to different elements or stages in a certain field or topic,which reflects the change of political subjects’ orientation to various elements or stages in this field or topic.On the basis of constructing the political attention analysis paradigm of epochal Sinicization,this paper uses the political attention theory and the analysis software Nvivo.11 to sort out the report,resolution,communique,meeting spirit,leaders’ speech instructions and documents of the Congress of the Communist Party of China during the period from the11 th National Congress to the 19 th National Congress of the Communist Party of China,and make theoretical generalization and academic extraction.Go from the surface to the inside of the data.This paper intuitively analyzes the attention intensity index of the Communist Party of China’s ecological governance through the comparison of the number of texts and the statistics of word frequency,and intuitively analyzes the attention direction index of the Communist Party of China’s ecological governance through the screening of keywords.Through the comparison of the number of texts,keyword screening and word frequency statistics,the text data is digitized,the allocation of the attention of the Communist Party of China on ecological governance is deeply analyzed,and the historical context and evolutionary logic of the Communist Party of China’s ecological governance are comprehensively presented.The research results based on text analysis show that the historical context of ecological governance of the Communist Party of China has experienced three stages:the initial generation stage of attention(1978--1992),the rising stage of attention development(1992--2012)and the high level of attention promotion(2012--present).The evolution logic is as follows: The attention intensity of the Communist Party of China ecological governance from weak to strong,the attention direction of ecological governance from fuzzy to clear,ecological governance attention allocation gradually scientific and reasonable.Since the 18 th CPC National Congress,the CPC Central Committee has made a series of strategic designs to enhance the intensity of attention on ecological governance from the core leadership,clarify the direction of attention on ecological governance from the system and rule of law,and improve the allocation of attention on ecological governance from the governing body,thus enhancing the level of attention on ecological governance.
