Research On The Modernization Of Government Ecological Governance In Chinese Central Region From The Perspective Of Attention

The harmonious coexistence of man and nature is an important feature of Chinese path to modernization,and the modernization of ecological governance is the core feature of Chinese path to modernization.Under the pattern of "party,government,enterprise and society" as the main body of ecological governance,the government is in a leading position,and can effectively explain the ecological governance behavior of local governments through the degree of attention that the government’s decision-making body attaches to the ecological field,that is,the government’s ecological attention.As a research perspective,it can become an authoritative analytical tool for studying local government ecological governance issues.The province is the boundary of the relationship between the central and local governments in China,and also the most effective regional scope of internal governance.The economic development efforts of local governments since the reform and opening up are considered as an important variable to explain the "Chinese miracle".The ecological governance practice in the central region has the significance of natural sampling in the spatial dimension,and has made breakthrough progress in 2006-2020.Therefore,the government ecological governance in the central region is selected as the research object.Based on this,this paper analyzes the change trend of the whole and stage of the government’s ecological attention,finds the change law of the government’s ecological attention,and explains the behavioral logic of ecological governance in the central region.Using Nvivo11 qualitative analysis software,based on the frequency of words and the proportion of words,this paper analyzes the data of 90 "government work reports" in the central region of China from 2006 to 2020,and tries to explore the changing law and development trend of the government’s ecological attention.The study found that the government’s ecological attention in the central region has shown the following characteristics in the past 15 years: "circular economy" has maintained sustained and stable growth for many years,"environmental protection" has gradually changed to "ecological civilization construction",and regional coordinated governance has become a trend.In addition,local governments focus their attention on ecology at different stages,and have gradually formed an ecological governance model led by "water environment" and "characteristic industry".In the new journey of building a harmonious coexistence between human and nature,regional coordinated governance has become the realization path of local government’s ecological governance modernization.Through the change trend of the government’s ecological attention in the past 15 years,the study found that the evolution law of the concept,mode and behavior of ecological governance showed the transition from "fragmentation" to "integrity",from "ecological management" to "ecological governance",and from "passive participation" to "active participation".China has embarked on a new journey of building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way.It has taken the path of green development,making the green mountains always exist,the green water always flows,and the air always fresh,and making green the clearest,heaviest and most reliable background in China.
