With the official proposal of China’s "dual carbon" goal, energy efficiency has been given a new era connotation, local governments have steadily and orderly promoted carbon peaking and carbon neutrality, and handled the relationship between development and carbon reduction, the key lies in the improvement of energy efficiency.Energy efficiency cannot be improved, and the total energy consumption will increase with the expansion of the economy, and ultimately the "dual carbon" goal cannot be achieved. As a traditional industrial province,Shandong Province has ranked first in the country in terms of total energy consumption for many years, and the grim situation of energy conservation reflects the problems of heavy industrial structure, coal energy consumption structure, slow development of high-tech industries, and low energy efficiency.Green credit policy is an important policy tool for China to promote green and low-carbon development and improve energy efficiency because it supports energy conservation, environmental protection and scientific and technological innovation. In this context, how effective is green credit in Shandong Province on energy efficiency improvement? In what ways does green credit affect energy efficiency? What are the different influences of the three metropolitan areas in Shandong Province? The answers to the above questions have important theoretical and practical significance for Shandong Province to improve energy efficiency through green credit and smoothly achieve the "dual carbon" goal. This paper refers to relevant theoretical literature, analyzes the mechanism analysis of the impact of green credit on energy efficiency in Shandong Province, and then analyzes the status quo of green credit, energy consumption structure,high-tech industry and energy efficiency in Shandong Province, and then uses the statistical yearbooks of 15 cities in Shandong Province from 2012 to 2021 to organize the data, empirically verifies the impact of green credit on energy efficiency, and analyzes the mediating effect, the regression analysis of threshold panels, and the heterogeneity analysis of metropolitan areas. Finally, corresponding suggestions are put forward from the perspective of developing green credit,high-tech industries and balanced development of metropolitan areas. The results show that:(1)in multiple linear regression analysis, green credit can improve energy efficiency, and the effect is more obvious after adding control variables;(2)the intermediary effect shows that green credit can improve energy efficiency through the development of high-tech industries;(3)Heterogeneity regression showed that compared with Jinan Metropolitan Area and Lunan Metropolitan Area, green credit had a more obvious effect on energy efficiency improvement in Jiaodong Metropolitan Area.(4)The threshold effect shows that the appropriate green credit level has an improving effect on energy efficiency, and the promotion effect of other intervals becomes smaller.Based on the conclusions, this paper puts forward the following suggestions for the implementation of green credit policy, the development of high-tech industries and the improvement of energy efficiency in Shandong Province:(1)vigorously develop a green financial system with green credit as the main body, continuously enrich and improve the supply of green credit products, and increase support for the development of high-tech industries and energy efficiency improvement;(2)The government should attach importance to the impact of the development of high-tech industries on energy efficiency, increase scientific and technological research and development and talent introduction, and promote the continuous improvement of product production and technology(3)According to regional resource endowments and industrial layout, formulate green credit policies with regional characteristics, and maximize the effectiveness of green credit.
