| The condition of toilets reflects the level of development and civilization of a region,and is related to the improvement of the quality of life of hundreds of millions of farmers.China has a long history of toilet revolution,which has experienced the development process from fecal management in the early days of the founding of the People’s Republic of China,primary health care in the 1980 s and the establishment of healthy cities in the 1990 s to the improvement of rural living environment.Since the three-year campaign to improve rural living environment was launched in 2018,positive progress has been made in the rural toilet revolution.However,there are also some problems in the policy implementation process.The grass-roots government undertakes the important responsibilities and tasks of carrying out this policy.The quality of its implementation is directly related to the sustainable development of rural residential environment improvement.This artic le combs the historical context of the rural toilet improvement policy in Shandong Province in order to have a clear understanding of the rural toilet improvement policy.The rural toilet improvement policy in Shandong Province has roughly experienced three stages: the early practice stage of the rural toilet improvement policy a imed at eliminating pests and preventing diseases,the accelerated promotion stage of the rural toilet improvement policy aimed at improving the environment,and the qua lity and growth stage of the rural toilet improvement policy aimed at building a better life.This fully shows that the rural toilet improvement has obvious phased characteristics and is inseparable from the development of nationa l polic ies.Secondly,with the background of rural human settlements renovation,the paper selects H town of Shandong Province as the sample.As the end of the formal power system of the country,the township represents the formal authority of the country,and is closely related to the highly complex village society.Taking villages and towns as an example,this paper analyzes the implementation status of rura l toilet improvement policy in H town under the background of human settlements improvement,and combs the implementation of local government polic ies in H town.At the same time,through interviews and questionna ires,H town rural toilet policy implementation status of systematic analysis,summed up H town rural toilet policy implementation achievements and problems,for the article theory more accurate and powerful evidence.Based on the theory,Smith’s policy implementation theory and the campaign-style governance theory are used respectively.The main body of the paper uses Smith’s policy implementation process mode l as an analytical tool.From the public policy itself,policy implementation ma in body,policy implementation institutions and policy implementation environment to analyze the causes of problems in the implementation of rural toilet policy.Finally,according to the four dimensions of Smith’s policy implementation process mode l,the paper puts forward the corresponding optimization countermeasures for the development of rura l toilet improvement policy.Based on the policy itself put forward to improve the policy system,improve the rural toilet policy supporting measures;In order to improve the execution ability of the policy implementing agencies,it is necessary to improve the responsibility consciousness and work innovation ability of the policy implementing staff,pay equal attention to construction and management.According to the target group,we should enhance the policy recognition and partic ipation of the target group,enhance the awareness of the responsibility of farmers,adopt multi-use incentive methods to create an atmosphere for villagers to actively partic ipate in toilet improvement work,and play the role of women "half the sky." In terms of optimizing the policy implementation environment,It is necessary to develop and expand the collective economy,improve rural public services,stimulate the vitality of grassroots cadres,and provide feasible suggestions for the implementation and continuous advancement of rural toilet improvement policies. |
