Study On The Performance Evaluation Of Eco-Environmental Governance In Resource-Based Cities

In the past decades,resource-based cities have made great contributions to China’s economic growth.With the development of national conditions,the focus of the country has gradually shifted to the tertiary industry.Many resource-based cities are facing problems such as resource depletion,stagnant industrial development,environmental pollution and unemployment.The transformation of resource exhausted cities has become a major problem and challenge for the development of these cities in China.In recent years,with the strong support and guidance of national policies and funds,most resource exhausted cities have made great achievements in their transformation,especially in ecological environment governance.However,the research on the performance evaluation of the ecological environment of resource exhausted cities is not systematic and in-depth enough at present.It is urgent to evaluate the performance of the ecological environment governance of resource-exhausted cities,put forward suggestions for the national and local governments to further optimization,and provide decision-making reference and theoretical basis for improving the efficiency and level of the ecological environment governance of resource exhausted cities in China and promoting the high-quality development of the ecological environment.The new assertions and new requirements put forward at the national level for resource-exhausted cities indicate that the transformation of resource-based cities also needs to achieve the goal of ecological environment governance.Therefore,promoting the ecological environment governance of resource-exhausted cities and carrying out performance evaluation on the governance results have become an important issue of high concern to the current government.At present,the ecological environment governance and green development transformation of resource-exhausted cities have been a public problem with high academic research enthusiasm.Based on the transformation indicators in the National Sustainable Development Plan for Resource dependent Cities(2013-2020)issued by the State Council in 2013,and combined with the reality of the ecological environment governance of resource exhausted cities,the paper studies and constructs a performance evaluation indicator system for the transformation of ecological environment governance of resource exhausted cities from the perspective of target management and performance evaluation,learning relevant research results at home and abroad.The system includes 19 indicators in four aspects: ecological environment improvement,ecological environment status,resource protection and utilization,and the green economy development.By using analytic hierarchy process(AHP)and comprehensive index analysis,the paper demonstrates the performance evaluation of the transformation ecological environment governance in Honggu District,from the perspective of target management and sustainable development theory.The results shows that the comprehensive evaluation index of ecological environment governance performance in Honggu District has increased from 7.34 in 2012 to 83.60 in 2021,meanwhile,Honggu District has already achieved fruitful results in the improvement of ecological environment and the protection and utilization of resources.The quality of the ecological environment has continued to improve through continuous strengthening of ecological environmental remediation efforts and increasing investment in the field of ecological environment;Through continuous optimization of industrial structure,technological reform and innovation and other measures,the quality of green economic development in the region has been continuously improved.According to the evaluation results,this article proposes that the Honggu District is still in the initial stage of transformation and development,and it still needs to continue to strengthen policy support and increase capital investment in improving the ecological environment;In terms of the ecological environment,the current governance has entered a bottleneck period,and it is necessary to optimize the governance path,increase governance efforts,and promote the continuous improvement of the ecological environment;In terms of green economic development,Honggu District still relies heavily on leading extractive industries.In the future,it is necessary to fully consider the development level and factor endowment of the entire region,firmly implement relevant development strategies,and strive to enhance comprehensive strength,accelerate industrial transformation,and improve the quality of urban and rural areas.Overall,it is necessary to further strengthen management measures,continue to improve and enhance the prevention ability to address major economic and environmental risks and hidden dangers,and systematically promote the governance of the Honggu ecological environment to achieve high-quality development.The evaluation results of the ecological environment governance performance in Honggu District in this article are basically consistent with the actual development and changes in Honggu District in the past decade,indicating that the indicator system constructed in this article is relatively reasonable and the evaluation results are basically accurate,which can be extended to other resource exhausted cities.
