Environmental Regulation, Technical Innovation And China’s Export Trade Structure Upgrade

Since China decided to reform and open up, there is a rapid development of Chinese export.The export trade volume increase from $9.75 billion to $2.2096 trillion during 1978 to 2013. An increase is 22500%, the average annual growth is 20.6%. However, the overall performance of China’s export growth mode is extensive growth mode, It shows with low technical content, export structure is unreasonable.However,With the rapid development of export trade,the environmental pollution is increasingly serious. In order to protect environment, Chinese government try to increase the strength of environmental regulation policy.Under the background of environmental regulation, will it stimulate the enterprise technology innovation, then reduce pollution, thereby giving impetus to the upgrade of export structure? This article will study this.Firstly,this article reviewed the relevant academic research literature.Secondly analysis the effect of technological innovation of the environmental regulation on export structure from the aspects of theoretical. From the elements of intensity perspective,environmental regulation of technical standard effect to introduce technology,economic effect and society effect to increase R&D,and then to the influence different factor intensity export commodities proportion;From the Technical perspective,environmental regulation effect of cost, product differentiation and the effect of human capital influence on technology innovation, and then to the influence different technology content of exports. Thirdly, make VAR model,and then to use the different environmental regulation, technical innovation and technical export trade data of our country from 1988 to 2012, put into Eviews7.0,make a co-integration analysis and empirical to analysis the long-term and dynamic relations of environmental regulation’s technological innovation effect on export trade structure.This article research has three conclusion. Firstly, from the long-run observation, environmental regulation through technical innovation can reduce the low technology exports proportion, promote mid-technology and high technology exports proportion. Therefore, technological innovation effect of environmental regulation have a good effect on export trade, and when the technology innovation variable is r&d, trade export structure is more obvious better. Secondly, from the dynamic observation, environmental regulation through technical innovation can reduce the low technology export proportion, promote mid-technology and high technology exports proportion. Therefore, technological innovation effect of environmental regulation on export trade structure has optimization effect, when technology innovation variable is r&d, trade export structure optimization is more obvious.
