Study On The Construction Of Long-term Management And Care Mechanism Of Rural Habitat Environment

Improving the living environment of rural residents and building a beautiful,livable and beautiful countryside is an important issue in the implementation of China’s rural revitalization strategy.The improvement of living environment is related to the effect of social construction in China’s rural areas.The National Five-Year Action Plan for the Improvement and Enhancement of Rural Habitat Environment(2021-2025)clearly points out that at this stage,the overall quality level of China’s rural habitat environment is not high,and there are still problems such as unbalanced regional development,imperfect basic living facilities and unsound management and care mechanisms,which still fall short of the requirements of agricultural and rural modernization and the farmers’ aspiration for a better life.The management and care of the rural habitat environment involves the participation of multiple parties,including the government,village "two committees",enterprises,social organizations and farmers.The value tendency and interest pursuit of each party differ in orientation,and the subsequent management and care of rural habitat environment faces the problem of "inefficiency".This paper focuses on cooperative management and care,and constructs a long-term management and care mechanism for rural habitat environment based on the perspective of holistic governance,so as to provide reference for the improvement of rural habitat environment.Using field surveys and case interviews,this paper combines theories of holistic and cooperative governance to conduct an in-depth study based on the practice of rural habitat management in Shiquan County,Ankang City,Shaanxi Province.By analyzing the main practices and problems of rural habitat management in Shiquan County and analyzing the main causes,the paper tries to build a long-term mechanism for rural habitat management.The study found that in the process of practice,there are weak coupling effect of the habitat environment management and care mechanism,lack of long-term planning for management and care,single source of funds for management and care,and low degree of social participation.The lack of responsibility of the main body of management and care,the contradiction between "super-regular" management and "normal" management and care,the lack of sound financial guarantee mechanism,and the serious division of interests constitute the reasons for the obstacles to the long-term management and care of rural habitat environment.The study shows that in order to accelerate the construction of long-term management and care mechanism of rural habitat environment,it is necessary to improve the role of government services,give play to the role of social organizations,give play to the resource advantages of relevant enterprises,effectively activate the main awareness of farmers,improve the governance mechanism of habitat environment,establish and improve the coordinated and joint management and care mechanism of multiple subjects,improve the mechanism of capital investment and resource integration,give play to the role of market mechanism,and construct a multi-level incentive and accountability mechanism.Finally,some countermeasures and suggestions for the long-term management and care of rural habitat environment in the context of rural revitalization are proposed.
