The Research On Long-term Management Mechanism Of Rural Environment Comprehensive Improvement In The Xijiang River Basin

The economic development of Xijiang river basin will go further as the economy development of Zhujiang-Xijiang areas becomes a national strategy. While at the same time, how to make a balance between environmental protection and economic development is becoming a problem which is concerned by the government and common people as well. Along the Xijiang river basin there are a lot of villages, which have developed quite well thanks to the policy of reform and opening up. But at the same time, there exist serious environmental problems in these areas, among which rural garbage pollution, agricultural non-point source pollution, livestock pollution, and sewage pollution are even more serious and greatly threaten the rural drinking water and agricultural product safety. This will certainly have a great impact on local residents’ health. Since the 21st century, relevant policies of rural environment comprehensive improvement in China has been implemented for almost 8 years, but the projects benefit is not obvious in many areas. A lot of manpower and material have been put into the projects every year, but the rural environmental pollution didn’t get effective controlled and the effect is far from being recognized by the residents, due to limited funding, and the lack of long-term management mechanism, etc.This paper studies the present situation of the implementation of rural environment renovation project and the problems of the construction operation in view of the current situation of the rural ecological civilization construction and environmental protection combining the reality of Xijiang river basin the rural environment, which focus on the Guigang rural environmental renovation projects as an example. It gives analysis on problems existing in the long-term management, using the public management theory such as the public product theory, theory of multiple governance and citizen participation theory and so on. With the aim of building of a long-term management mechanism, the author analyzes on the multivariate environmental mode that is used for the rural environment renovation projects in the Xijiang river basin.
