Study On The Implementation Of Waste Classification Policy In Dalian

In recent years,although our economic rapid development,but due to the primary stage of socialism,China has not completed the economic growth mode transformation,still adopt extensive economy and intensive economy combined,overall economic growth at the cost of sacrificing environment.With environmental awareness gradually becoming more and more popular,garbage classification in our country has obtained more and more attention.Garbage classification is not only conducive to resource recovery and effective recycling of urban resources,but also improves the government’s public service capacity to a certain extent and promotes the optimization and upgrading of government service mode.Although the garbage sorting policy has been proposed for many years,there are some problems in the implementation process,such as the weak execution force of the implementer and the uncooperation of the implementer to the policy,so that the implementation results of the garbage sorting policy are "superficial" and no substantial progress has been made.Based on the above background,this paper selects Dalian as the research object,takes the implementation of Dalian’s garbage classification policy as the research content,and uses the knowledge of public management to study the long-term mechanism of urban garbage classification.In this paper,literature research,field research and statistical analysis are used to carry out the research.At the same time,the paper analyzes and summarizes the beneficial experience of the city and the country in advance of garbage classification,hoping to provide reference for the research of Dalian’s garbage classification policy implementation.In this paper,the representative model of public policy implementation theory-Smith policy implementation model as a research perspective,through the external environment,idealized policy,implementation agencies and target population four factors to analyze the implementation of Dalian garbage classification policy.Through the analysis,it can be seen that there are some problems in the implementation of garbage sorting policy in Dalian,such as poor implementation environment,imperfect implementation standard optimization mechanism,imperfect implementation subject capacity construction and low enthusiasm of implementation object.Combined with Smith’s policy implementation model,this paper puts forward solutions from four perspectives: policy implementation environment,policy itself,subject of policy implementation and object of policy implementation,namely,optimizing policy implementation environment,improving garbage classification policy,strengthening policy subject’s implementation ability and improving object’s recognition of policy.As Chinese garbage classification is in its infancy,it is hoped that this paper will make some reference for Dalian City and other Chinese cities to implement garbage classification policies.
