Study On The Decoupling Relationship Between Economic Development Quality And Eco-environmental Pressure Of Resource-based Cities In Sichuan Province

Since the reform and opening up,China’s economic development has entered the fast lane.The traditional extensive and expansive urbanization mode and the rough economic development mode have brought "urban diseases" to cities,including a series of environmental problems such as serious environmental pollution and increased pressure on ecological environment.The relationship between economic development quality and ecological environment pressure has deteriorated in resource-based cities.In order to achieve sustainable development,a balanced relationship should be established between economic development and ecological environment to make them develop harmoniously.These problems also exist in resource-based cities in Sichuan Province,so it is particularly important to explore the decoupling relationship between economic development quality and ecological environment pressure of resource-based cities in Sichuan Province.Therefore,this paper explores the decoupling relationship between economic development quality and ecological environment pressure of resource-based cities in Sichuan Province,which will provide reference for other scholars to conduct relevant research and government policy making,and guide the decoupling development of economic development quality and ecological environment pressure.This paper takes 8 resource-based cities in Sichuan province as the research object,constructs an evaluation index system,uses entropy method and linear weighting method to calculate the economic development quality,ecological environmental pressure and decoupling degree of each resource-based city in Sichuan province from 2009 to 2018,and uses Arcgis10.2 software to carry out spatial visualization expression.The spatial pattern evolution characteristics of economic development quality,ecological environment pressure and decoupling degree of each resource-based city are obtained.The specific research conclusions are as follows:（1）The evaluation results of economic development quality of resource-based cities in Sichuan province show that the overall development of resource-based cities in Sichuan province presents a fluctuating upward trend,and their development mode is accelerating the transformation.In terms of time,it showed a relatively stable upward trend after 2015,and there were obvious fluctuation areas in 2012 and 2015,and the quality of economic development of most resource-based cities declined.From the perspective of space,the economic development quality of resource-based cities is different.In 2009,the recessionary resource-based city Luzhou had the highest economic development quality and the fastest development speed.The growth Nanchang ranked second in development speed,and the quality of economic development in 2018 was only second to Luzhou.There are regional differences in the economic development quality of resource-based cities in Sichuan Province.The regions with higher economic development quality index are mainly concentrated in the east and south,while the regions with lower economic development quality index are the west and north.Through the analysis of the obstacles of municipal economic development to improve quality factor,regional per capita GDP,fixed assets investment funds,research and development（R＆D）as a share of GDP is a quality improvement for the economic development of resource-based cities of Sichuan province main obstacle factor,thus improve the quality of economic development in cities have to from the aspects of economic level and the economic structure of the two aspects.（2）The evaluation results of ecological environment pressure of resource-based cities in Sichuan province show that the overall development of ecological environment pressure of resource-based cities in Sichuan province presents a fluctuating downward trend.In terms of time,Panzhihua,a mature resource-based city,had the highest ecological environmental pressure in 2009,and the highest ecological environmental pressure in 2018.In 2009,the ecological environment pressure of Luzhou,a recessiontype resource-based city,was second only to Panzhihua,and the pressure improved fastest.In 2009,the ecological environment pressure of Nanchong,a growing resourcebased city,was the lowest,and the improvement rate was medium.In 2018,the ecological environment pressure was also the lowest in the same period.From the perspective of space,there are regional differences.The regions with higher ecoenvironmental pressure index are mainly concentrated in the east and south,while the regions with lower eco-environmental pressure index are in the west and north.This is consistent with the distribution of the quality of economic development.By analyzing the obstacle factors of restricting the cities ecological environment pressure,industrial wastewater emissions,industrial soot emissions,urban living sewage treatment is the resource-based cities of Sichuan province ecological environment pressure to improve the main obstacle factors,thus reduces the cities ecological environment pressure have two aspects from the pressure and control.（3）The decoupling degree analysis results of the economic development quality and ecological environment pressure of the resource-based cities in Sichuan province show that the resource-based cities in Sichuan province as a whole show a strong decoupling-negative decoupling-strong decoupling cyclical characteristics.In terms of time,there are basically two non-decoupling periods in each resource-based city,among which Ya ’an has the most negative decoupling periods,up to 4.And the growth of Nanchong is decoupling all the time.In terms of space,generally 5-7 of the 8resource-based cities are decoupled.The four cities in the northeast suffered from poor decoupling in 2012-2013 and 2015-2016,and three cities suffered from negative decoupling in 2011-2012.Negative decoupling occurred mainly in 2011-2013.
