| Resource-based cities are cities with natural resource exploitation and processing as their leading industries,and they have made important contributions to China’s economic growth.Resource-based cities account for more than half of the total cities in the Yellow River basin.The long-term high-intensity exploitation and processing of resources has led to increasingly prominent environmental pollution and high carbon emissions,has seriously threatened the Yellow River basin ecological protection and high-quality development.Environmental pollution and carbon emission have the characteristics of the same root,source and process.Implementing the policy of reducing pollution and reducing carbon is an important way to promote the construction of ecological civilization and achieve high-quality development in China.Based on this,this study combines resource curse theory,life cycle theory and sustainable development theory to study the high-quality development performance of resource-based cities in the Yellow River basin.The main content and conclusions of the study are as follows:(1)High-quality development performance measurement of resource-based cities in the Yellow River basin.The super-efficiency SBM model and Malmquist-Luenberger index were chosen to analyze the high-quality development performance of resource-based cities in the Yellow River basin from static and dynamic perspectives.The static results show that the high-quality development performance of the resource-based cities in the Yellow River basin shows a trend of first rising,then falling,then rising again,the dynamic results show that the improvement of the high-quality development performance of the resource-based cities in the Yellow River basin is mainly due to the technical efficiency,the performance improvement effect of mature cities is the best,while that of regenerative cities is relatively backward.(2)The spatial pattern evolution of high-quality development performance of resource-based cities in the Yellow River basin.Using exploratory spatial data analysis,Kernel density estimation,Dagum Keeny coefficient and its decomposition method,the spatial distribution and evolution characteristics of high-quality development performance of resource-based cities in the Yellow River basin were analyzed.The results show that the high-quality development performance of the resource-based cities in the Yellow River basin has obvious agglomeration characteristics and polarization trend under the constraint of pollution reduction and carbon reduction The relative difference of high-quality development performance shows an upward trend first and then a downward trend.The main source of the relative difference is the regional difference.(3)The study on the influencing factors of high-quality development performance of resource-based cities in the Yellow River basin.A two-way fixed effect model was constructed to analyze the key factors affecting the high-quality development performance of resource-based cities in the Yellow River basin.The results show that economic development level and environmental regulation have significant positive effects on high-quality development performance,and energy intensity has significant negative effects on high-quality development performance The effects of industrial structure,opening degree and financial development level on high-quality development performance of different types of cities have significant heterogeneity.The contribution of this research mainly lies in: this research will reduce pollution and reduce carbon into the Yellow River basin resource-based city high-quality development performance research framework,the high-quality development performance of resource-based cities in the Yellow River basin under the constraint of pollution reduction and carbon reduction was calculated by using the Data envelopment analysis method with undesirable outputs,overcoming the problem that traditional methods can not highlight the constraint of pollution reduction and carbon reduction.In addition,the study on the high-quality development performance of the resource-based cities in the Yellow River basin under the constraint of pollution and carbon reduction is of great practical significance for accelerating the coordinated governance of pollution and carbon reduction and promoting the ecological protection and high-quality development of the Yellow River basin. |
