The economic and ecological environment problems in the Yellow River Basin have attracted much attention.With the proposal of "high-quality development",the economic development of the Yellow River Basin has turned to the strategic position of high-quality development.At present,the Yellow River Basin is in a critical period of high-quality economic development,and ecological and environmental issues have always been an important factor hindering the economic development of the Yellow River Basin.At the same time,the rapid economic development has caused a sharp reduction in the environmental capacity of the Yellow River Basin.As an important concept to measure the coordinated development of economy and society and the ability of sustainable development,environmental carrying capacity can correctly understand and evaluate the regional environmental capacity,which is the basis for accurately improving economic development ability and ensuring the coordinated development of country’s economy and environment within a reasonable carrying limit.Therefore,in order to ensure that the highquality economic development of the Yellow River Basin meets the requirements of green development and limit the regional economic development within the scope of environmental tolerance,it is of great significance to study the relationship between the high-quality economic development of the Yellow River Basin and the environmental carrying capacity for the realization of the overall high-quality economic development of the Yellow River Basin.As an important economic belt and ecological barrier area,the Yellow River Basin plays an important role in social and economic development.Therefore,it is the focus of this thesis to correctly deal with the relationship between the high-quality economic development of the Yellow River Basin and the environmental system and realize the highquality economic development.On the basis of fully reading the previous literature,this thesis reorganizes high-quality economic development,environmental carrying capacity and the relationship between the two.Based on the theoretical basis of carrying capacity,economic and environmental system theory,system coupling and sustainable development,taking 9 provinces(regions)in the Yellow River Basin from 2011 to 2020 as the empirical research objects,and according to the natural conditions and economic development of the Yellow River Basin,an indicator system for high-quality economic development and environmental carrying capacity is constructed.Firstly,TOPSIS model was used to analyze the high-quality economic development and environmental carrying capacity development of the Yellow River Basin from aspects of time and space.Then,the coupling coordination model of the two systems was established to analyze the spatio-temporal differences,so as to put forward practical and effective suggestions for promoting the coordinated development of high-quality economic development and environmental system of the Yellow River Basin.The main conclusions and suggestions are as follows.(1)During the ten years from 2011 to 2020,the economic high-quality development level of the nine provinces(regions)in the Yellow River Basin generally showed an upward trend,and the economic high-quality level of each province fluctuated greatly during the ten years.In terms of subsystems,efficiency development > quality development > power development;from the perspective of space,there are differences in the level of highquality development of regional economies,showing a pattern of "strong at the bottom and weak at the top".The overall environmental carrying capacity of the whole region shows a downward trend,among which Inner Mongolia and Shandong Province have the fastest decline in environmental carrying capacity,and Gansu and Shanxi Province have the slowest decline.The sharp drop indicates that since the 13 th Five-Year Plan,the Yellow River Basin has sacrificed the ecological environment while devoting itself to economic development.From the perspective of subsystems,the carrying capacity of environmental governance has been rising steadily,while the carrying capacity of ecological pressure has shown a downward trend,indicating that the degree of environmental governance is far less than the rate of decline of the ecological environment;from a spatial point of view,there are obvious spatial differences in the environmental carrying capacity of the 9 provinces(regions)in the Yellow River Basin,and the overall layout of "Southwest is better than Northeast is worse",which is inseparable from high-quality economic development.(2)Comparing and analyzing the coupling coordination level of 9 provinces in the Yellow River Basin with the average of the whole region,the coupling coordination degree has been improved as a whole.In 2011,except for Inner Mongolia,where the coordination level was above the overall average,the remaining 8 provinces(regions)were all lower than the overall average;by 2020,Ningxia and Shandong were still lower than the overall average,and Qinghai and Shanxi were still lower than the overall average.It is basically the same,and the level of coupling and coordination in the other five provinces(regions)is higher than the overall average.It shows that with the adjustment of the "13th Five-Year" planning,environmental protection is incorporated into the economic strategy,and the level of coupling and coordination between high-quality economic development and environmental carrying capacity has been significantly reversed.There are significant spatial differences in the level of coupling and coordination among the nine provinces of the Yellow River,but there is a shrinking trend as a whole.The economic development and environmental carrying capacity show a pattern of "lower strength and middle weakness",and the overall economic development rate is significantly faster than the increase in environmental carrying capacity.During the study period,the entire watershed transformed from a lagging type of high-quality economic development to a lagging type of environmental carrying capacity.(3)According to the research conclusions,this thesis puts forward policy suggestions on how to coordinate the development of the Yellow River Basin’s high-quality economic development and environmental carrying capacity.First,give consideration to the coordinated development of the developed and less-developed regions in the region.Second,promote the transformation and upgrading of industrial structure according to regional functions and characteristics,and build a modern industrial system with local advantages.Third,according to the development differences within the region,explore new ways of classified development.Fourth,give full play to the radiating role of the central region and achieve common development of the whole region.For example,Sichuan with better economic growth can drive provinces such as Qinghai,Gansu and Ningxia with poor economic development level,Shandong Province with poor environmental capacity can rely on Shanxi,Qinghai and Gansu with better resource endowment and better environmental capacity to drive its own development.
