XS Company’s Finished Product Storage And Transportation Safety Risks Research On The Construction Of A Dual Prevention Mechanism

In recent decades,China’s chemical industry has developed rapidly.With the continuous improvement of production process level and process automation,the quality of chemical products and production processes gradually tend to be standardized.However,the annual production safety accidents in the chemical industry are still high,and some of the safety problems exposed deserve our in-depth study.The dual prevention mechanism is a new safety management concept and method proposed by China to meet the safety needs of economic and social development in the new era.It is still in the exploratory and research stage since it was proposed.Over the years,the Security Committee of the State Council has repeatedly made the following requirements on the corresponding responsibilities of government departments,regulatory and supervisory departments and enterprises,pointing out that government departments and regulatory and supervisory departments play a role in promoting and urging the dual prevention mechanism,while enterprises are mainly responsible for the construction.As the base of the construction of the dual prevention mechanism,the value of the research on enterprises is self-evident.How to apply the dual prevention mechanism to solve the safety problems that have existed for a long time in most domestic hazardous enterprises is the main purpose of this topic.Therefore,this paper takes Shanxi Tianji Coal Chemical Group Sales Company as an example(hereinafter referred to as XS Company)to carry out this study.First of all,by collecting and summarizing the previous research results of the dual prevention mechanism at home and abroad,the direction of this research and the problems to be solved are formulated;Secondly,by combing the basic concepts of the dual prevention mechanism,this paper expounds the basic logic of safety risk management and control and hidden danger troubleshooting and governance in the construction and operation process,which provides a strong theoretical basis for the application analysis of practical cases in the next step;Thirdly,around the two core research points of safety risk control and hidden danger troubleshooting and treatment,this paper comprehensively analyzed the current situation of safety production management in the warehousing and loading and unloading links of XS company’s shipping workshop,and combined with the actual situation of the company’s safety production,put forward a set of scientific,rigorous and operable safety production management system,which promoted the construction of the company’s shipping workshop in terms of dual prevention mechanism and improved the level of safety management;Finally,on the basis of this dual prevention mechanism scheme,suggestions for continuous improvement and effective safeguard measures are put forward,which provides a certain reference value for the safety management of the storage and transportation site in the chemical industry.
