Study On Navigation Safety Risk Assessment And Prevention And Control In Taicang Section Of Yangtze River

In recent years,the frequent water traffic accidents in the waters of the Yangtze River have brought great casualties and economic losses to the people,which makes the safety of ship navigation in the densely navigable waters of the Yangtze River greatly challenged.Therefore,studying how to effectively ensure the safety of ship navigation has become an important topic in today’s academic circles.The Taicang section of the Yangtze River,as the only way for ships to enter and leave the Yangtze River,is the east gate of the Yangtze River navigation,and its geographical location is extremely important.In recent years,with the vigorous development of economy,the ship transportation industry is also developing rapidly.Taicang Port and shipping traffic are increasingly busy,and the impact of the busy water traffic on the water navigation environment of Taicang Port increases.The complex water navigation environment poses a serious threat to the water traffic safety,and the contradiction between the booming development of the shipping industry and the current situation of the navigation environment gradually intensifies.Taking the navigation safety risk of the Taicang section of the Yangtze River as the research object,this paper firstly discusses the causes and characteristics of the navigation safety risk on the Yangtze River.Secondly,combined with the risk characteristics of the water area to construct the Yangtze River navigation safety risk evaluation index system.Thirdly,the importance and weight distribution of each risk factor of the Yangtze River navigation safety risk are analyzed and determined by AHP,and the Taicang section of the Yangtze River is taken as the empirical research object to score each risk factor.Finally,through the evaluation score,the paper makes an in-depth analysis of the characteristics of the safety risks of water navigation in the Taicang Section of the Yangtze River,focuses on analyzing the causes from the perspective of public management,and proposes risk prevention and control countermeasures according to the risk causes.The main body of this paper is composed of the following four aspects:(1)Investigate the overview of the navigable environment of the Yangtze River and the cause analysis of typical accidents of the Yangtze River navigation,analyze the risk factors leading to the accident from the source of navigation risk,combine the overview of the navigable risk of the Yangtze River,and refer to the academic research results in related fields to determine the risk elements and risk analysis methods of the Yangtze River waters,namely chromatographic analysis method.(2)Analyze from the four aspects of risk factors,namely port conditions,meteorology and hydrology,ship conditions,and human factors,and subdivide the above elements,subdivide 13 secondary index elements under the four first-level index elements,and conduct necessity analysis.According to the clear safety risk elements of water navigation on the Yangtze River,the safety risk evaluation system of water navigation on the Yangtze River is constructed,which includes 4 first-level index elements and 13 second-level index elements,and the weight of each index is calculated on the basis of the established evaluation system,and the weight of each index is obtained through the calculation results.(3)Taking the Taicang section of the Yangtze River as the empirical research object,the scoring results of the water navigation safety risk of the Taicang section of the Yangtze River were sorted out and collected through on-site investigation and scoring,and the navigation safety risk analysis and research of the Taicang section of the Yangtze River were analyzed.Combined with the previous risk assessment and weight calculation results of water navigation safety on the Yangtze River,a comprehensive evaluation was carried out to obtain the risk evaluation results.(4)With the support of risk weight data and risk factor scoring results,combined with comprehensive risk assessment results and ranking,analyze the risk causes from the public management level according to the actual situation of navigation safety in the Taicang section of the Yangtze River,and put forward the risk management countermeasures of the risk system in a targeted manner,so as to provide theoretical support for the navigation safety management of the Taicang section of the Yangtze River.From the perspective of public management,this paper studies the prevention and control of general navigation safety risks in the Taicang section of the Yangtze River,and puts forward a targeted general navigation safety management plan,which is helpful to improve the level of general navigation safety management of port and shipping enterprises and administrative supervision departments,and has certain theoretical research and application value.
