Research On Adjacent Avoidance Effect And Treatment Countermeasures Of Nuclear Heating In Haiyang

In recent years,with the continuous improvement of the public’s awareness of environmental protection and rights protection,in the process of promoting civil nuclear energy projects,the public often produce exclusion and even conflict due to"nuclear fear",which hinders the smooth implementation of civil nuclear energy projects and leads to the nuclear energy neighbor avoidance effect.In the field of nuclear heating,by the end of 2019,China’s first commercial nuclear heating project-Haiyang nuclear heating project phase Ⅰ 700000 M2 heating project was completed and put into operation;By the end of 2021,the 4.5 million m2 heating project of phase II of Haiyang energy heating project was completed and put into use,realizing the "full coverage" of nuclear heating in Haiyang City,making Haiyang the first "zero carbon" heating city in China.However,the welfare of "zero carbon" heating cities has not completely eliminated people’s "nuclear fear" and the resulting neighbor avoidance effect.In this context,taking Haiyang nuclear heating project as the research object,this paper summarizes and analyzes the neighbor avoidance effect and Treatment Countermeasures before and after the construction of Haiyang nuclear heating by using the neighbor avoidance theory,comparative analysis,case analysis and investigation and interview.The study found that the key to resolving the problem of avoidance before and after the construction of Haiyang nuclear heating lies in the close cooperation between the government and nuclear related enterprises in the process of avoidance governance.In the process of nuclear heating and avoidance treatment,government departments can effectively control the nuclear energy avoidance effect by means of setting up full-time institutions,coordinating upstream and downstream units for mutual benefit and win-win results,coordinating the implementation of funds,phased construction after pilot and promotion,and publicity and communication by official media;In the process of neighborhood management of nuclear heating,nuclear related enterprises can effectively improve the public’s sense of trust and help resolve the neighborhood effect of nuclear heating by timely organizing diversified nuclear science popularization activities,timely disclosure of information,strengthening media communication and deep cultivation of nuclear technology.This paper summarizes the governance strategies of the government and nuclear related enterprises in the process of resolving the neighbor avoidance effect of Haiyang nuclear heating,so as to provide governance strategies and experience enlightenment for the resolution of the neighbor avoidance effect in the process of subsequent large-scale promotion and implementation of nuclear heating throughout the country.
