| With the continuous development of China’s national economy and the acceleration of industrialization,urbanization and internationalization,the power load has maintained a stable growth trend for many years.In the 2023 government Work report,we will promote energy conservation and carbon reduction in key areas to keep our skies blue,our waters clear and ourland clean.The "14th Five Year Plan"electric power plan proposes to use market mechanisms to guide the rational allocation of resources to"supplement weaknesses",changing the traditional concept of relying solely on increasing energy supply to meet demand growth,using energy conservation and improving the efficiency of resource utilization at demand terminals as alternative resources,to meet the same power load demand in a more economical and environmentally friendly manner,rather than blindly expanding power capacity,In particular,the surplus coal power has been used to meet the power load demand in the new era.The rapid construction of power facilities is one of the prerequisites for ensuring the reliability of power supply and the rationality of distribution.Given the urgency of the demand for power resources and the objective requirements of urban development,power facilities with the attribute of proximity are bound to fall into densely populated areas,and the issue of proximity faced by government departments is even more prominent.Group incidents caused by power facilities’neighbor avoidance conflicts can have a serious negative impact on social stability.This article analyzes the evolution of conflict among government departments,power companies,and nearby residents,obtains the impact of the conflict generation stage,conflict intensification stage,conflict coordination stage,and conflict resolution stage on power facilities’neighbor avoidance conflicts.It deeply analyzes the situation and governance status of neighbor avoidance conflicts in Chongqing’s power facilities,and builds a tripartite evolutionary game model based on this,establishing replication dynamic equations,Using the Jacobian matrix,a total of four evolutionary stability strategies for the three parties involved were obtained:(not supporting,not implementing,cooperating)strategy,(not supporting,implementing,cooperating)strategy,(supporting,implementing,not cooperating)strategy,(supporting,implementing,cooperating)strategy,and the equilibrium factor analysis of the three party game was conducted.Using the MATLAB2021a software to verify the equilibrium factor analysis of evolutionary games,using the control variable method to explore the impact of changes in a key parameter on the behavior of participants,while analyzing the changes in tripartite strategies in four stages:conflict generation stage,conflict intensification stage,conflict coordination stage,and conflict resolution stage,to find a method for evolutionary stability strategies to be(support,implementation,and coordination)strategies,Conclusion:Reduce the cost of neighborhood avoidance movement generated by residents’organizationsand risk communication level,or increase the additional compensation provided by electric power enterprises to residentsand residents’conscious lossis an effective method to solve the collision of neighboring power facilities.Then,the effectiveness of the evolutionary game model is verified by using the Xiejiawan substation as a successful case of resolving neighbor avoidance conflicts.Finally,based on the analysis results of the evolutionary game stability strategy and the example of Xiejiawan Substation,this paper obtains relevant governance countermeasures for power facilities’neighbor avoidance conflicts:Firstly,government departments should strengthen communication with the public,strengthen environmental protection publicity,skillfully use news media to communicate with the public,and promote public participation in supervision;The second is to strengthen the activities of law popularization and legal education to increase the losses of residents’self-consciousness;The third is to avoid the"herd effect"of neighbor avoidance conflicts,which increases the cost of people organizing neighbor avoidance campaigns;Fourth,improve the compensation mechanism,from a single economic compensation to a diversified"economic+environmental+psychological"compensation method,and develop a systematic,comprehensive,and fair economic compensation system for power facilities. |
