Study On Delimitation Of Urban Development Boundary In Fuyu County Under The Background Of Urban Contraction

After the Reform and Opening up,China’s urbanization has developed rapidly.The seventh National Census shows that China’s urbanization rate has reached 63.89%.At the same time,China’s urban construction has also made great achievements.However,due to the overlapping effects of economic slowdown,weakening of Demographic dividend and aggravation of The Aging of the Population,some cities in China have experienced population loss and economic recession.Some cities and towns in Northeastern China have also contracted due to insufficient regional competitiveness and underdeveloped economy.In October 2017,the report of the 19 th National Congress of the Communist Party of China pointed out that the demarcation of the ecological redline,the Permanent basic farmland and Urban development boundary are the basis for dealing with the relationship between life,production and ecological spatial pattern,and the most fundamental institutional guarantee for the construction of a beautiful China.In 2019,the Ministry of Natural Resources issued the notice on comprehensively carrying out land spatial planning.In response to the new ideas and requirements of land spatial planning,how to develop "shrinking" cities and towns has become an important topic in Northeastern China.Therefore,this paper focuses on the delimitation of the development boundary of shrinking towns.In order to make the research results more practical and reliable,Fuyu County of Qiqihar city is selected as the representative as the research case of this paper.Firstly,by combing the literature,this paper systematically analyzes and summarizes the relevant research status at home and abroad,defines the relevant concepts,and summarizes the relevant research results of shrinking the development boundary of cities and towns,so as to lay a theoretical foundation for the follow-up research;Secondly,the study selects Fuyu County of Qiqihar City as the representative,judges its contraction,analyzes its contraction characteristics,and summarizes its contraction reasons as the basis of the current situation of this paper;To study the development boundary demarcation method under the background of urban contraction,This paper believes that two difficulties should be solved: the transformation of thinking mode and the combination with the idea of shrinking urban development.Through the analysis of the development opportunities of Fuyu County,the thinking mode of increasing and shrinking should be determined,and the urban development potential evaluation should be introduced,which should be combined with the suitability evaluation of urban land expansion to jointly guide the development boundary demarcation,Forming the method of boundary delimitation;Finally,the paper takes Fuyu County as a practical case to delimit the boundary of urban development,and puts forward the strategy of boundary management and maintenance.This paper attempts to start with the difficulties in the delimitation of the development boundary of Shrinking Cities and towns,put forward solutions,formulate the evaluation system of urban development potential,combine it with the evaluation of the suitability of urban land expansion,and form the delimitation method of the development boundary under the shrinking background,in order to provide a new way for the delimitation of the development boundary of Shrinking Cities and towns and explore the redevelopment of Shrinking Cities and towns.
