Primary Study On The Urban Growth Boundary In China

Urban space growth has been a topic of concern,in Chinese urban development. This is closely related with the basic national conditions that shortage of arable land resources but more people,and also with the lack of funds,the limited capacity of the construction.The idea of economical use of land has been basic principles in city planning and urban construction,which impact and restrict the way and results of at different levels with guiding the thinking of policy norms.However,there are still problems in Chinese city space growth,such as the rapid increase of the numbers of urban land use,the unefficiency of urban land use,the serious tendency of the new district town development,the irration of urban spatial structure,the deterioration of urban ecological environment and so on.These changes affect the process of urbanization in rum.Therefore,how to promote socio-economic prosperity and sustainable development through the adoption of scientific and reasonable expansion of urban land use,has become a hot research for many scholars.Against this background, "The preparation of city planning methord" implemented in 2006,4,1,has put forward the concept of UGB(Urban Growth Boundary) clearly.UGB is a technological mean and policy measure in order to control the disorder spread of urban space,it is awareness of action to guide urban land development and redevelopment reasonably,protect various of natural resources(include land resources). UGB gives a very strict boundaries between city construction sites and agricultural land, and address the existing problems of planning and management effectively from restricting the land supplement,development time and location.UGB has a very important guiding significance for the management of Chinese urban spatial expansion, but our country and the other countyies are differences in the development stage of urbanization,urbanization rate of evelopment,land ownership,administration and market-oriented foundation,and many other aspects.So UGB management model is not easy to be able to "copy" to China,in order to ensure UGB adapt to the existing planning system after introducing to china.This article selectively analysis the driving force of UGB between US and China,and find the same and the differences in the management process,so as to guide the Chinese UGB development under the new historical conditions.And further study UGB how to meet the needs of the Urban Planning system under the new situation in China,finally thinking how to determine the UGB.through Tengzhou empirical research.
