A Performance Evaluation Study On The Affordable Housing Project In City A

Under the background of changing production fashion and adjusting production structure in economic and social,as an important measure to benefit the people,the affordable housing project can improve the housing conditions of people.Due to the long-term,professional,complex and regional characteristics of affordable housing project,the audit institutions in local area continue to follow up and supervise with the construction of the project.Judging from the performance of affordable housing project in recent years,the use of project construction funds,the achievements of project construction and the distribution management of affordable housing are the major component of the performance evaluation,but the other component of the construction and the impact on society and the environment are always been ignored,which adverse to the effect of performance evaluation and effect the exertion of it.So,this thesis will try to establish a set of evaluation index system suitable for local project,which will try to solve the problems in the existing evaluation system and improve the management level of local affordable housing project.This thesis takes the performance evaluation of the affordable housing project in City A as the research object,and establishes the theoretical framework of the research based on the systematic engineering management and the balanced scorecard by sorting out the relevant literature.Firstly,it conducts a comprehensive investigation on the construction status and performance evaluation of affordable housing project in City A,and analyzes the current situation and characteristics of the affordable housing projects in City A,the problems exist in it and the possible reasons.Based on this,this thesis designs the performance evaluation from the dimension of project construction funding,engineering construction management,process supervision and sustainable development,then use the analytic hierarchy process and fuzzy evaluation method,and with the help of Yaahp software,the performance rating index system of affordable housing project is constructed.Then it will be used to evaluate the performance of the affordable housing project in City A.The quantitative data of the indicators come from local audit yearbooks,statistical yearbooks and financial departments,and the qualitative indicators come from questionnaires.The results of the index weights show that: engineering construction management constitutes the most important dimension of performance evaluation for project,followed by project funding.Process supervision and sustainable development dimension are close to the project funding,which become the integral part of the performance evaluation of affordable housing projects.Among them,the planning and design of the project,the use of funds,the supervision and implementation of the project,and the fairness and rationality of the allocation of affordable housing have become the factors that have the greatest impact on the dimensions.The results of the performance evaluation of the affordable housing project in City A show that: the proportion of illegal funds in the construction management of the affordable housing project is relatively high,some funds are idle,the project quality management is not perfect,the supervision mechanism is not perfect,and the project construction is not in accordance with the relevant environmental regulations.According to the results of performance evaluation,this thesis puts forward corresponding countermeasures and suggestions for improving the performance of affordable housing project in City A.
