With the development of China’s economy,the gradual improvement of national living standards,urbanization and the process of building a well-off society in an allround way,cars have obviously changed from tools of production to daily necessities for thousands of families.People’s demand and consumption level of cars are also upgrading.As a service terminal to consumer,4S stores have witnessed the rapid development of China’s automobile consumption market in the 26 years since its coming into being in China.Although the new car market declined continuously from the year of 2018 to 2020,it still does not change China’s position as the largest automobile consumer and the post market scale with its holding quantity of more than 200 million.However,what’s behind the market development and consumption upgrading is the surging undercurrent.Mergers and acquisitions among automobile dealers groups are frequent,presenting the survival of the fittest and the stronger.Is the strategy clear? Is the implementation strong? Is it properly controlled? Is the method effective? It directly determines the active or passive position of enterprises in the market.As a key hub tool connecting strategy and implementation,whether comprehensive budget management plays the role of resource allocation and strategic guidance,and whether its drafting is based on actual business scenarios directly determines the upper limit of its efficiency.Based on the actual business scenario,the thesis puts forward a new budget drafting and control idea based on the integration of industry and finance for automobile dealers to optimize the comprehensive budget management,pays attention to turnover on assets and cashflow which has always been neglected in this industry,and analysis the importance of the relationship between business and assets and cash from the perspective of the integration of industry and finance.This thesis gives a solution to the commonly argued game problem in the principal-agent relationship on budget evaluation,so as to solve the problem of budget management systematically.Firstly,in terms of comprehensive budget drafting,based on Activity-Based Budget and zero base budget,aiming at the rough budgeting process of automobile dealers,this thesis resorts the business classification,innovatively classifying the 4S store business into three categories of manufacture,end customers and insurance company,and put forward a new budgeting method from the perspective of industry finance integration according to the corresponding business scenarios.Secondly,with regard to the problem that automobile dealers are always limited to short-term operation budget and rarely take into account long-term strategic objectives,by applying the Balanced Scorecard,this thesis puts forward the route of accurately insight into the demands of various customers,comprehensively analyzing the advantages and disadvantages of the enterprise,organization and process designing and planning,set learning and growth goals in the future,and finally achieve financial goals,so as to effectively serve the enterprise strategy through the long-term orientation of the budget.Finally,the method of Jointly Deciding Contract Target is extended and applied in the budget evaluation of this automobile dealing industry.Concerning with the inertia and current situation of the industry,a model is designed to effectively solve the distrust and information asymmetry in the principal-agent relationship,effectively solve the budget slack,and present the win-win situation between the shareholders and the managers.Based on comprehensive budget theory and balanced scorecard theory,conclusions are drawn that effective budget management organization adjustment can greatly improve the efficiency of comprehensive budget drafting and approval,the business budgeting activities reclassified by the Activity-Based Budget method make budget drafting,implementation,adjustment,analysis and evaluation more reliable,the application of Balanced Score Card has effectively narrowed the relationship between budget and strategy by taking into account the index evaluation of short-term operations and strategic objectives,the introduction and extending application of the model of Jointly Deciding Contract Target in Budget Assessment effectively solve the budget slack and principalagent game,and realize the win-win situation of enterprises and employees.There are 31 figures,83 tables,and 48 reference articles in this thesis.
