Evaluation On The Effect Of Ecological Civilization Village Construction Planning In Lintan County

In my country’s "14th Five-Year Plan",the development strategy of comprehensive rural revitalization was put forward,and combined with the continuous deepening of institutional reform in my country and the adjustment of government functions,rural revitalization was elevated to the national strategic level.Therefore,rationalizing how to carry out rural planning in the process of rural revitalization is an important part of the implementation of the rural development strategy.Therefore,it is of great practical significance to evaluate the effect of rural planning implementation in the context of rural revitalization for discovering problems in practice and actively adopting targeted solutions to improve it.From the current research on rural planning,most of the planning is compiled from the perspective of government development,but there are relatively few research results from the perspective of rural planning implementation effect evaluation.The main reason is that the implementation of rural planning in my country is in its infancy,and the environment,humanities,and geography faced in the process of rural planning implementation are relatively complex,making it difficult to implement the planning scheme.Therefore,a targeted evaluation of the effect of rural planning implementation is carried out.Optimization and improvement based on the evaluation results are of great value in promoting the improvement of my country’s rural planning system.The main contents of this thesis are as follows when studying the planning of ecologically civilized well-off villages in Lintan County: First,the development strategy of my country’s rural revitalization,the dilemma of the implementation effect of village planning,and the deficiencies in the construction of ecologically civilized well-off villages in Lintan County at the current stage are discussed.On the basis of elaborating the background,the purpose,meaning,content and methods of the research are analyzed,and related concepts are identified;secondly,the literature and materials are sorted out from both domestic and foreign perspectives,and the domestic and foreign issues on village development and village evaluation are summarized.The relevant theories of the system provide the basis for the research of this paper;thirdly,according to the relevant theories in Chapter 2,the evaluation index system of the implementation effect of the village construction plan is constructed,and the evaluation indicators are determined as ecological environment,human settlement environment,industrial economy,folk culture and multi-community.governance in five aspects.Then the analytic hierarchy process model is formed to calculate the weight of the evaluation index and analyze the fuzzy comprehensive evaluation process;fourthly,taking Liuqi Village,Labu Village and Chigou Village in Lintan County as examples,using the AHP method and the fuzzy comprehensive evaluation method,we get The comprehensive scores were 69.316,67.235 and 71.233,respectively.According to the scoring range of the fuzzy comprehensive evaluation method,the implementation effect of the comprehensive planning of the ecological civilization well-off village planning in Lintan County is "average".Fifth,through the evaluation results and practical analysis,it is shown that the current stage of Lintan County’s lack of implementation of the ecological civilization well-off village planning is due to insufficient planning and construction funds,restricted land ownership adjustment,and insufficient administrative execution of the planning implementation.Based on this,this paper proposes optimization strategies to expand the funding channels for village planning and construction,optimize the village land management mechanism,enhance the cognition of all parties,and improve the execution ability.Finally,the full text is summarized and prospected.
