Research On Implementation Effect Evaluation Of Energy Efficiency Planning For Civil Buildings In Beijing

In recent years,along with the transformation of Beijing's urban functional orientation and the exit of high-energy-consuming industries,the proportion of building energy consumption in the city's energy consumption is gradually rising,and the importance of building energy-saving is increasingly prominent.After nearly five years of development,Beijing's civil building energy-saving works in building energy efficiency measures and support capacity-building are also comprehensively advancing,and make some progresses on the implementation of civil building energy efficiency planning after the implementation of building energy efficiency measurement,and building energy efficiency effect evaluation is also more important.However,at present,the assessment on the implementation effect of civil building energy efficiency planning is still in the inspection stage,there is not a feasible comprehensive evaluation method,and the content of the implementation effect evaluation of civil energy efficiency planning is not perfect,making the evaluation results lack of credibility,thus weakening the guiding and constraint role of planning.Therefore,it is very important to establish an effective comprehensive evaluation method for playing role of planning better.Based on the relevant theories of energy efficiency and energy efficiency planning of civil buildings,this paper starts from the objectives and tasks of the key work of energy efficiency planning in Beijing during the 12th Five-Year.Firstly,the paper compares the actual value obtained by research and the planning target value to conduct the initial assessment;Secondly it builds the evaluation index system of energy efficiency planning of civil buildings in Beijing from the following three aspects:the completion degree of the planning main goals,the building energy conservation development level and the construction energy conservation guarantee ability construction.Thirdly,the paper completes the comprehensive evaluation of the implementation effect by the fuzzy Delphi method and the fuzzy comprehensive evaluation method,and analyzes and summarizes the existing problems in the implementation process of civil building energy conservation planning.Finally,through the analysis of the assessment results and problems,combined with the current status of civil energy development and strategic direction to enhance the implementation of civil energy efficiency planning and implementation of the proposed countermeasures from different points of view on information management,the market mechanism improvement,the acceleration of scientific and technological innovation,the enhancement of international exchanges,personnel training and the improvement of national awareness and so on.Based on the above evaluation,this paper validates the comprehensive and feasibility of the evaluation method,and provides reference for the national evaluation or development of civil construction energy-saving development strategy,and provides the theoretical basis for the development of practical civil building energy conservation planning in Beijing.
