Financial Risk Evaluation Of PPP Project Of Urban Road Construction In J City

In the process of urban infrastructure construction,urban road construction PPP project is a road construction mode jointly funded by the government and social capital.Through the implementation of urban road construction PPP projects,the government can effectively solve the problem of insufficient funding in the process of a large number of urban road construction.But in the process of city road for the construction of the PPP mode,will inevitably encounter financial risk,and this requires the government and social capital to take effective measures to minimize financial risk,if not to control the financial risk control,will greatly impact on the smooth running of the PPP projects,eventually led to the PPP project to fail.Therefore,this paper takes the urban road construction PPP project in J City as an example to study the financial risks of urban road construction PPP project,providing theoretical reference for the smooth construction and operation of this type of PPP project in China.Based on the research status of financial risk identification and evaluation of PPP projects at home and abroad,this paper introduces the urban road construction PPP project in J City.Firstly,financial risks such as financing risk,investment risk,income distribution risk and operation risk of urban road construction PPP project in J city are identified respectively,and the causes of financial risks are deeply analyzed from the perspectives of social capital,government and other factors of the project.Secondly,on the basis of the financial risk identification and evaluation related theory,combined the actual project to identify the financial risk of the constructed by 4 level of financial risk evaluation indexes,13 secondary financial risk evaluation index system of evaluation index,using the analytic hierarchy process(ahp)to 4 primary financial risk evaluation indexes,13 secondary financial risk evaluation index is analyzed,Determine the weight of each evaluation index;Thirdly,through the fuzzy comprehensive evaluation method to calculate the fuzzy matrix,it is concluded that the project is at a high risk,its financial risk from high to low order:investment risk,financing risk,operation risk and income distribution risk;Finally,this paper puts forward countermeasures for the key financial risks in financing risk,investment risk,income distribution risk and operation risk of urban road construction PPP project in J City.Based on domestic and foreign studies,this paper uses ahp and fuzzy comprehensive evaluation method to identify and evaluate the financial risks of urban road construction PPP projects in J City,and puts forward corresponding improvement strategies in order to guide the benign development of urban road construction PPP projects in China.It provides some reference for financial risk management of urban road construction using PPP mode.
