Research On The Problems And Countermeasures Of Expressway Congestion Control From The Perspective Of Public Management

Since the reform and opening up,the development of expressways and the economic development of our country have gone hand in hand.The total length of the huge expressway network has reached 161,000 kilometers.At the same time,with the continuous increase in the number of residents’ cars,the road network has become more pressured,and the number of congestion is serious.The above-mentioned reality is far from the plan in the "National Comprehensive Three-dimensional Transportation Network Planning Outline" to build people’s satisfaction with transportation and meet the people’s growing needs for a better life.Therefore,the congestion management of highway managers is a research direction that cannot be ignored in the field of public management.Based on the actual situation of S highway congestion in Chengdu,this paper analyzes the causes of S highway congestion in Chengdu through literature analysis,inductive analysis and case analysis;At the same time,investigate the past problems of driver and passenger congestion management and conduct in-depth interviews with the team members who participated in the front-line congestion management;Sort out the problems existing in the process of congestion management,such as the insufficient joint service linkage of all parties in expressway management,the uneven front-line management level of operating companies,the repeated prohibition of illegal operating vehicles,and the low degree of public participation in congestion management;Based on the theory of collaborative governance,emergency management and public service,this paper combs the functions and responsibilities of each functional department of expressway,analyzes the reasons,puts forward reliable suggestions and actively explores new ways to improve and optimize congestion governance..At present,the trend and consensus of expressway congestion management at home and abroad have basically reached an agreement,that is,to strengthen the top-level design of management and constantly improve the construction of smart highways.For our country,the construction of smart highways has a long way to go.After analyzing the relevant literature on expressway congestion management at home and abroad,this article attempts to propose measures to solve the problem of congestion management of S expressway in Chengdu: improving relevant laws and regulations,and establishing a three-level linkage mechanism for expressway flow control during major holidays.The competent authorities of the industry should strengthen supervision,establish and improve the management of toll stations,increase internal supervision and management of construction and maintenance,strengthen business training for front-line employees,actively seek support from local governments along the route,and increase congestion management Policy publicity efforts,the establishment and improvement of public consultation and discussion platforms and other countermeasures,and go all out to jointly build a smooth highway.This paper has a certain reference significance for the expressway congestion control work in Sichuan Province,helping expressway managers to grasp the key points in the congestion control work and have a target.
