Research On Territorial Spatial Functional Zoning Based On Ecological Security

In China,territorial space planning is an important means of overall management and arrangement of territorial resources,and territorial space functional zoning is the core and foundation of this work.With the development of a series of new theories and ideas such as"ecological priority"and"Two Mountains Theory",the demand of ecological security in the study of territorial space function zoning is increasing,but the evaluation of ecological security in the current work of territorial space function zoning is not perfect,and the importance of ecological security needs to be improved.Therefore,from the perspective of ecological security protection,this paper puts forward the technical framework of territorial space function zoning based on ecological security.The dongting Lake ecological economic Zone,which has a great demand for ecological security,is taken as the research object for empirical study.Firstly,the ecological security of the study area was comprehensively evaluated from two perspectives:the ecological model is not affected by ecosystem degradation and the ecosystem services can effectively support economic and social development.Secondly,based on the ecological security evaluation and combined with the actual situation of the study area,an index system was constructed to evaluate the suitability of territorial space function and resource and environmental carrying capacity of the study area.Finally,the comprehensive evaluation results determine the territorial spatial function zoning plan,development guidelines and spatial control policies of dongting Lake ecological economic zone,providing theoretical and technical support for territorial spatial planning functional zoning.The main results are as follows:(1)Based on the value and change of ecosystem services in the study area from 2010 to 2020,combined with the sensitivity of regional ecosystem,the regional ecological security level was evaluated from the importance degree of ecosystem and the degree of ecosystem degradation.(2)Based on the ecological security level,the zoning method of territorial space function was proposed to evaluate the suitability of territorial space development and resource and environment carrying capacity,and construct three dimensions based on the ecological security level,the suitability of urban and rural life development and the suitability of agricultural production development.Rubik’s cube,carry out functional zoning of national space,and specify corresponding space control measures.(3)Taking Dongting Lake Ecological Economic Zone as the research object,the calculated value of ecosystem services in the study area in 2010 and 2020 is 441.72 billion yuan and 475.08 billion yuan respectively.The value of ecosystem services in the study area increases by 33.37 billion yuan,with a growth rate of 7.6%.The regional ecological environment has improved in the past 10 years.In the study area,the overall ecosystem importance was high,and the area of level 3and level 4 ecological importance accounted for 45.5%,and there were many areas requiring ecological protection and key attention.The degree of ecosystem degradation was mainly from grade 1 to grade 3,accounting for 33.0%of the total area of the study area,and only 7.1%from grade 4to 5.The degree of ecosystem degradation was higher in the southeast and lowest in the central Lake area.The area prohibited from development and construction due to ecological security in the study area is 10,883.5 km~2,accounting for 18.0%of the total area of the study area,mainly distributed in the northwest,southwest,southeast and central regions of the study area,including wetland lake area and mountain forest area.(4)Based on the ecological security assessment of Dongting Lake Ecological Economic Zone,the suitability of territorial space development was evaluated.In terms of the suitability of agricultural production,the overall suitability of agricultural production in the northern part of the study area is relatively high.In terms of the suitability of urban and rural life,the most suitable and conditional areas of Dongting Lake ecological economic zone are mainly distributed in shashi district and Jingzhou district in the north and Miluo and Wangcheng district in the south.Based on the evaluation of development suitability,the matching degree of regional current development degree and current functional layout was evaluated to comprehensively obtain the carrying capacity of resources and environment.From the perspective of space,the carrying pressure of counties from south to north gradually increased.(5)Based on the above evaluation results,three types of functional areas and eight types of secondary functional areas were delineated in Dongting Lake ecological economic Zone,and the construction and development guidelines were formulated respectively.The ecological security red line,urban development boundary line and basic farmland red line were delineated in the area,covering 12951.3km~2,3017.1km~2and19092.5km~2.At the same time,according to the resources and environment of each countyAccording to the carrying capacity status,relevant control measures are formulated for the spatial functions of counties in different carrying capacity states.It provides reference for future territorial space planning of the region.
