A Research On Safety Supervision Of Inland River Non-sns Shipping Company In Yancheng City

As an important part of China’s comprehensive transportation system,water transportation has the advantages of large transport capacity,small footprint,low energy consumption,low cost,light pollution and so on.It is the basic industry of economic and social development and the first industry of national strategy earlier.At present,China is actively promoting the construction of "transportation power",and exploring the construction of a safe,convenient,efficient,green,economic modern comprehensive transportation system,which puts forward higher requirements for the safety management of water transportation industry.In recent years,water traffic accidents of inland vessels have occurred frequently in China.Most of the accidents are related to the poor safety management of shipping companies,which indicates that there are still problems and deficiencies in the safety supervision of companies.In2018,China launched the eighth institutional reform since the reform and opening up,integrating and setting up comprehensive administrative law enforcement teams for transportation.In September 2020,Yancheng Transportation Comprehensive administrative law enforcement Detachment was established to realize the re-integration and optimization of the safety supervision function of the city’s shipping companies.After the reform,how to improve the ability of supervision departments to perform their duties is an important problem facing the city’s comprehensive law enforcement agencies.Taking Yancheng city of Jiangsu Province as a sample,this paper introduces the theory of government regulation and overall governance to analyze and study the safety supervision of Non-SNS shipping companies in inland rivers.Literature research method and interview method were used to analyze the basic situation of Non-SNS shipping companies in the city and the status quo of safety supervision of shipping companies.It was found that the current safety supervision of shipping companies in the city was difficult to implement according to law,grass-roots safety supervision was in trouble,and information lag.And from the independent management departments,personnel rearrangement and other aspects of the causes of the problem,and put forward the corresponding strategies.This research is an exploration and research on the safety supervision work of Non-SNS shipping companies in inland rivers in Yancheng city after the reform of comprehensive administrative law enforcement system of transportation is basically in place.It has important guiding significance for the improvement of safety supervision work,improvement of supervision system and promotion of safety management level of companies in Yancheng city.At the same time,it provides some references for the comprehensive administrative law enforcement of transportation in Jiangsu province and even the whole country,especially for the safety supervision of shipping companies after the reform.
