General Office of the State Council has issued the "Three-Year Action Plan for Promoting the Adjustment of Transport Structure(2018-2020)",which requires the promotion of “Road to Railway,Road to waterway” of bulk cargo transportation.At present,the port throughput of Dalian Port is developing rapidly,and the collection and distribution system should be improved day by day.However,the proportion of railway collection and distribution is relatively low,and the emission problem caused by transportation has always existed.Therefore,under the new situation of the country’s implementation of "Road to Railway",it is necessary to further adjust the collection and transportation structure and improve the comprehensive capacity of the port.In this context,in order to analysis the actual problem that the proportion of Dalian Port Railway’s collection and distribution is obviously low,this thesis studies and promotes the development of the Dalian Port collection and distribution system of "Road to railway".Based on the background of “Road to railway”,the evaluation index system of port collection and distribution system was established from four aspects: the investment scale of collection and distribution facilities,the scale of collection and distribution transportation,energy consumption and environmental impact.And use entropy weight method to give weight to each index.Comprehensive evaluation of the collected data using the cloud model,the development level of Dalian Port’s collection and distribution system in 2010-2018 is obtained.Then the index data is weighted and calculated to obtain the development level of the road and railway collection and distribution system and the transportation method of collection and distribution system in 2010-2018,and the various indicators are compared horizontally.The results show that the development level of Dalian Port’s collection and distribution system in 2010-2018 has gradually changed from low to high.In order to see from the trend the impact of the implementation of "Road to railway " on the Dalian Port’s collection and distribution system,the trend extrapolation method can be used to predict the relevant data of Dalian Port’s collection and distribution system from 2020 to 2022,and then use the ratio of “Road to railway” in Caofeidian Port to forecast the Dalian Port Railway Collection and Distribution System from 2020 to 2022.On the basis of the relevant data of the railway collection and distribution system of the previous year,3.81% of the relevant data of the road collection and distribution system is converted to the railway collection and distribution system every year as the railway collection and distribution system data for2020-2022.Changes in energy consumption and pollutant emissions caused by changes in freight volume have re-evaluated and analyzed the collection and distribution system of Dalian Port.The results show that the Dalian Port’s collection and distribution system has an increase in the degree of subordination to a higher level after the "Road to railway".The energy consumption of road transportation has decreased,the energy consumption of railway transportation has increased,and the energy consumption of the overall collection and distribution system has increased 2.55%;the emission of pollutants from road transportation has decreased,the emission of railway transportation has increased,and the emission of the overall system of collection and distribution has decreased 6.67%.Basically in line with expected results.The conversion ratio of highways and railways can be further increased to save energy and reduce pollutant emissions.Finally,on the basis of the evaluation results and analysis,suggestions for the development of the collection and distribution system of Dalian Port are put forward to provide corresponding reference and reference for the evaluation of collection and distribution systems in other ports.
