Research On Rights And Interests Protection Of River Crew In Anhui Province

As an important factor reflecting the social status of inland river crews,the rights and interests have attracted the attention of scholars in the industry in various provinces,cities and regions in recent years.Protecting the legitimate rights and interests is not only a prerequisite for promoting the high-quality development of domestic shipping industry and the entire transportation industry,but also an embodiment of government governance capabilities.In this paper,study on the protection of the rights and interests of inland river crews in Anhui Province was taken as the research object,the literature research and survey research,and the domestic social security theories and new public service theory were also used,combining with the current situation of Anhui Province.The problems in the process of protecting the rights and interests of inland river crew and their causes are analyzed in depth.Among them,there are the following outstanding problems:(1)The current laws and regulations for handling inland river crews complaints are not perfect,resulting in nowhere for crew complaints,and complaints cannot be resolved in a timely and effective manner;(2)The social security system for river crews is not perfect,especially in low wages,poor welfare,the legitimate rights and interests are not guaranteed;(3)The various departments involved in the protection of the rights and interests of inland river crew have problems such as unclear cross-functional and unclear positioning,resulting in disputes,the various functional departments to pass the buck to each other,the legitimate rights and interests is difficult to be effectively protected.;(4)Most inland river crew members have little about their rights and regulations,and have little access to training and re-education;(5)The inland river crew group is mostly middle-aged and elderly,with the problem of age and lack of successors.In view of the above problems,on the basis of advanced experience at home and abroad,the following countermeasures are proposed:(1)We must strengthen the construction of laws and systems for the protection of the rights and interests of inland seafarers;(2)we must improve the social security system for inland seafarers in Anhui Province;(3)Multiple departments should jointly safeguard the rights and interests of inland seafarers in Anhui Province;(4)We must vigorously support the training and education of inland seafarers;(5)The government and competent authorities can issue relevant development policies to promote the inland seafarer industry.The relevant suggestions put forward in this paper on the protection of the rights and interests of inland seafarers in Anhui Province will help to further optimize the relevant functions of the government on the protection of the rights and interests of inland waterway seafarers,improve the service concept of the transportation authority,and promote the high-quality development of the transportation industry.
