In recent years,significant achievements have been made in the rights and interests protection of the crew.However,we should clearly recognize that the rights and interests protection of the crew in China and some countries have a certain gap,especially aimed at improving the crew working and living conditions of the Maritime Labour Convention,2006(MLC,2006)will go into effect on November 12,2016 in China,how to protect the rights and interests of Quanzhou’s crew,has become an important issue to be solved immediately.This thesis selects protection status of the rights and interests of the crew in Quanzhou area for study,uses public management theory as a entry point to do deep analysis on the status of Legislation and practice.Point out that the difference between the rights and interests protection of crew legislation in China and MLC,2006.The crew is lack of awareness and knowledge of the rights and interests protection.The employ management incompetence.Overlaps of functions in different administrative departments.Lack of Administrative relief measures in administrative departments.Referring to the advanced management experience of other countries and regions,States some countermeasures for perfecting the rights and interests protection of crew in Quanzhou’s:First,improve the law of the rights and interests protection of the crew.Second,establish a tripartite coordination mechanism.Third,to establish policy of the crew industry development.Fourth,set up relief relief fund for the crew.Fifth,establish the crew industry development platform and Realize the resources sharing between administrative departments.Sixth,provide convenience and benefit to crew for improving the happiness and the Professional identity.The countermeasures for the rights and interests protection of the crew in Quanzhou will help to improve the management of the rights and interests protection of the crew in local governments and related departments.Especially in transforming government functions,improve service concept,improve the crew industry development.It also have some reference for other maritime agencies,points clear way to improve the current lack protection for crews.
